Description:

The Government of Angola (GoA) has received a loan from the African Development Bank (AfDB) towards the implementation of the Institutional Capacity Building for Private Sector Development Project and intends to apply part of this loan for payments under the contract for technical assistance to provide project management services and to strengthen the project management services for the effective implementation of prodesi (production, export diversification and import substitution support program).

The overall objective of this consultancy is to enhance project management excellence in the implementation of PRODESI through technical support, training and building capacity of the Ministry of Economy and Planning.

The consulting firm should carry out the following activities:

• Conduct an assessment of the current state of project management using the framework of capability maturity models (CMM) and the phases and knowledge areas accepted by project management profession (e.g. in the PMBOK Guide, the Project Management Institute) on the following PRODESI Projects:
  1. Agro-industrial Value Chains Development;
  2. Fisheries Value Chains Development;
  3. Mining and Construction Materials Value Chains Development;
  4. Industry Value Chains Development;
  5. Tourism Value Chains Development;
  6. Mobile Payments and Management Information Systems;
  7. Capacity Building;
  8. Ease of Doing Business Initiatives;
  9. Credit Support Initiatives (PAC).
• Undertake a project management capacity need assessment, and identify the knowledge, skills and competencies required to enhance the capacity (human, systems and information technology) needed to manage, supervise, monitor and evaluate the implementation of all PRODESI Projects and initiatives;
• Provide identified project management services for each of the PRODESI Projects/Initiatives;
• Provide capacity building training including on-job training and mentoring of PRODESI implementation staff/teams;
• Provide overall coordination and management support to the operationalization and implementation of all components of PRODESI
• Develop key performance indicators and management dashboard to monitor and report on the implementation of PRODESI
• Develop performance-based Monitoring and Evaluation (M&E) system and tools for regular reporting on achievements of outputs /outcomes indicators.
• Coordinate and supervise development of information systems for monitoring and evaluation.
• Prepare Monthly, Quarterly, and Annual implementation progress reports on project/program performance and objectives.
• Coordinating the preparation of the Annual Work Plans and Budgets at all levels of Project implementation;
• Ensure that the established requirements for project monitoring and evaluation are followed;
• Review the performance indicators and reports produced by different project implementing agencies and suggest necessary interventions;
• Establish a performance tracking system and set up operational arrangements for collecting project / program performance data;
• Assist in improving communication and information sharing among implementing agencies and other stakeholders; and
• Assist and facilitate review of technical reports and analytical papers prepared for Government by Consultants

The Ministry of Economy and Planning now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
