Impact Evaluation of Ghana Fufulso-Sawla Project

Request for Expression of Interest (EOI) for the recruitment of Individual Consultant

  1. The Independent Development Evaluation (IDEV) of the African Development Bank (AfDB of “the Bank) hereby invites Individual Senior Energy Sector Evaluation consultants to indicate their interest for the following component assignment in the evaluation: Impact Evaluation of Ghana Fufulso-Sawla Project “The assignment”)
  1. The services to be provided under the assignment include:
  • Supporting the methodological design and
  • Implementing the Impact Evaluation.

Background

  1. The mission of the Independent Development Evaluation (IDEV) of the African Development Bank Group (AfDB, or Bank) is to enhance the development effectiveness of AfDB initiatives in its regional member countries through independent and instrumental evaluations and partnerships for sharing knowledge.
  1. In December 2010, the African Development Bank approved the financing of Ghana Fufulso-Sawla road project to address development constraints caused by poor road infrastructure in the Northern Region of Ghana, which is one of the most impoverished and isolated Regions of the country. The project was implemented between 2011 and 2015.
  1. The Fufulso-Sawla road project is located along a transit corridor linking landlocked countries (Burkina Faso, Mali and Niger) in the north to the coastal Tema Port in Ghana and providing access for improved trade between Ghana and its northern neighbors. The retained design solution comprises of the construction of Double Bituminous Surface Treatment (DBST) standard of a 7.3 m two-way one lane single carriageway plus 2.5 m shoulders on each side of the carriageway.
  1. It aimed at constructing 147.5 km of road between Fufulso and Sawla as well as key socio-economic infrastructure in order to address key developmental challenges faced in Project Area (PA) in the northern part of Ghana. The ancillary works aside the main road corridor included: (i) health facilities; (ii) Education facilities; (iii) Agriculture infrastructures; (iv) Water Supply and Sanitation facilities; (v) Trade and Regional Integration infrastructures; (vi) Tourism facilities; and (vii) safety, environmental and health sensitization actions.

Evaluation process, deliverables and timeline

  1. The assignment will constitute the following four phases.
  • Inception Phase – This will include the full definition of methodology for assessing the quantitative and qualitative impact of Ghana Fufulso-Sawla road project on specific outcomes for the final target beneficiary communities and households. It will provide a detailed description of the program, types of interventions and implementation and the details of the quantitative and qualitative impact analysis design and methodology, survey questionnaires, sample designs, guides for Focus Group and Interview of Key Informants, etc. It also has to outline the implementation plan. The draft inception report will be presented for discussion and validation.
  • Implementation Phase – It will include desk review, questionnaire pretesting; oversee the data collection process; provide guidelines for data entry and recording; organize focus group and key informants interviews; and communication with other evaluation team members and national researchers. A national research/ statistical institute to be recruited by the Bank will undertake the survey.
  • Report Writing Phase This will include econometric analysis and validation, preparation of draft and final impact analysis (quantitative and qualitative) report containing all findings and conclusions, supporting evidence and appropriate explanation of methods used. The consultant will prepare jointly with evaluation team a Summary report (20 pages) based on the technical report.

The deliverables of the consulting team will include the following (In English):

  • Inception report
  • Technical Impact Evaluation report
  • Summary Report
  1. The consultant is expected to have a strong background in quantitative impact evaluation methods and techniques, preferably in the transport sector, with good knowledge of qualitative approaches. The Consultant shall have the following minimum qualifications and experiences:
  • Advanced university degree in Transport economics or Economics with strong technical skills in the area of quantitative impact evaluation techniques and micro-econometrics;
  • Good Knowledge of qualitative approaches;
  • At least seven years of prior experience in statistical impact evaluation design and implementation of surveys, of which at least two years in developing countries;
  • Experience in conducting impact evaluation in transport sector in particular in road will be a definite advantage;
  • Experience in African countries, in particular Ghana, will be a definite advantage;
  • Prior evaluation experience in multilateral aid organizations/financial institutions is an advantage;
  • Excellent spoken and written proficiency in English;
  • Proficiency with Statistical/Econometric software such as Stata or equivalent.

 

Application process

  1. The Independent Evaluation Development invites Individual Consultants to indicate their interest in providing the above-described services. Interested eligible Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, and experience in comparable Assignments). The consultant will be granted the right, if necessary, to constitute his team for specific tasks. In this case, the team should be presented.
  1. More specifically, interested candidates should provide the following in support of the EIO:
  • An updated CV, including those of other team members (if required);
  • Details of similar assignments completed recently and in the past 5 years, with links to evaluation reports/or related research articles;
  • References and contacts for previous assignments and clients;
  • Confirmation of their availability during the indicated period.
  1. The estimated duration of services is 100 working days (or person-days) and the estimated period is June – November 2019.

  1. Please note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist.
