Name of Project: Integrated Climate Change Development And Adaptation Program In The Niger Basin (PIDACC / NB).
General procurement notice :
- The government of the Federal Republic of Nigeria has received financing from the African Development Bank to finance the implementation of the Integrated Climate Change Development And Adaptation Program In The Niger Basin (PIDACC / NB).
- The principal objectives of this project are to preserve the Basin’s ecosystems, particularly by reducing the Niger River silting process; and strengthen the resilience of production systems and the population.
- The project includes the following main components:
Civil Works :
Various contract packages under Open Competitive Bidding (OCB) at national level :
- Gully stabilization using engineering and biological structures; and dikes for flood protection.
- Drilling of monitoring wells equipped with loggers; deployment of river discharge measurement equipment and data acquisition; installation and operation of hydrological stations equipped with manual gauges; installation of Automatic Weather Observatory station (AWOS) and water level indicators for underground water level measurement.
- Construction of multipurpose dams, irrigation schemes, fingerlings station, ponds for livestock, landing stages/jetties, community infrastructure for CC adaptation, embankments/dykes/levees.
Various contract packages under Community procurement procedures :
soil and water conservation engineering structures for land protection and reclamation (20,000 ha); agro-forestry, vegetative hedges, mulching, organic manure, improved fallows; control of invasive species; biodiversity protection; forest rehabilitation and management; and restoration of wetlands productivity.
Goods:
- Hydrological equipment (data collection platform; terrameter/logging and GPS); equipment for CC adaptation of agricultural value chain activities and establishment of SMEs;
- Equipment for operationalization of flood early warning system and payment for environmental services (PES).
- Vehicles, office equipment and furniture.
Firms: Sub-project identification and preparation; development of a sub-basin master plan, action plan for community adaptation; technical feasibility study and work supervision; follow up of farmers on climate change information; collection of baseline data for study of flood prone areas and production of flood vulnerability map; financial, technical and procurement audits.
Individual Consultants: Preparation of manuals (project’s operation, sub project financing, and multipurpose infrastructure management); national ESMF development; implementation of result-based M&E system; account system establishment and training; Mid-Term Review.

- PIDACC/NB NIGERIA’s Component will be implemented in areas located within the catchment areas of the following River Basin Development Authorities namely: Upper Niger River Basin Development Authority, Upper Benue River Basin Development Authority, Anambra-Imo River Basin Development Authority and Sokoto Rima River Basin Development Authority.
