Renewable Energy Investment Specialist – Individual Medium-term Consultant
Expressions of interest are requested for an Individual Medium-term Consultant Position
- The Department of Renewable Energy and Energy Efficiency (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and promoting energy efficiency along with clean cooking. The AfDB invites eligible consultants to indicate their Interest in providing support to the Department’s ongoing renewable energy projects, new investment opportunities and execution of transactions ;
- The services expected to be provided in the context of the Assignment include but are not limited to:
- Participate in the identification, development, structuring and processing of renewable energy and energy efficiency projects to be considered for private sector financing, undertaking the needed due diligence, risk analysis and mitigation work towards the structuring of loans (project finance and corporate loans), equity investments, guarantees or other forms of assistance ;
- Contribute to the drafting of investment proposals and technical assistance proposals by engaging with the Bank’s clients and relevant Bank teams to process the investment / technical assistance operations. These include preliminary evaluation notes, project concept notes, project issues lists, project appraisal reports and other briefs for presentation of transactions to country team, credit committee, operational committee, Board of Directors and other meetings ;
- Provide technical/engineering-related inputs to project teams during the identification, preparation and closing of investments – and technical assistance operations ;
- Have a good understanding of project and concession financing, blended financing, tendering of IPP projects, policy issues, license conditions, tariff regimes, and collaborate on these matters as appropriate with sector policy specialists and government regulators and officials ;
- Undertake sector-wide and/or country-specific research related to renewable energy and energy efficiency technologies and their applicability in relevant contexts; and
- Undertake any other tasks that the Department’s managers or director may assign.
- Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The assignment is based in the headquarters of the African Development Bank, Abidjan ;
- The duration of services is six (6) calendar months (with possibility of renewal) and the estimate starting date is 1st July 2019 ;

- A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria:
