ExxonMobil recruits an Advanced Environmental, Regulatory & Socioeconomic Advisor – Spring, USA 

 

Main functions :.

  • Initiate and lead functional Environmental, Regulatory and Socioeconomic (ER&S) initiatives to deliver support to global Projects (e.g., emissions reductions, environmental reporting, technology identification and evaluation, streamlined approaches to baseline data collection and environmental monitoring, IFC/World Bank standards implementation);
  •  Provide creative and innovative approaches to streamlining processes, tools, and work flows within ExxonMobil.  Leverage cutting-edge technologies (e.g., digital automation, big data analytics, remote sensing, spatial databases, visualization tools) to drive improvements to Project ER&S planning and execution.
  • Provide ongoing insights into relevant external stakeholders, including positions and drivers that may impact Project teams around the globe (e.g., NGOs, regulators, academia, the public);
  • Work with environmental, socioeconomic, regulatory, and/or health consultants and the Project Team, as necessary, to oversee the preparation of the project’s Environmental Socioeconomic and Health Impact Assessment (ESHIA) and/or Environmental Impact Assessment (EIA);
  • Conduct Environmental Aspects Assessment (EAA) and recommend appropriate avoidance / mitigation measures for environmental, socioeconomic, regulatory, and/or health issues / risks and oversee their implementation;
  • Develop, coordinate, and implement Project Regulatory Compliance and Environmental Management processes, as described in the Project’s Integrated Safety, Security, Health and Environment (SSH&E) Plan
  • Identify and obtain project permits / licenses / approvals in a timely manner; track / steward the project approvals process and the project’s compliance status;
  •  Ensure Projects are executed in accordance with the ExxonMobil systems, tools and processes with respect to ER&S aspects;
  •  Interface with Project design and execution teams to ensure environmental, socioeconomic, regulatory, and health requirements / standards are properly integrated into project designs and implementation plans
  • Assist Project and Functional SSH&E managers in identifying / implementing fit-for-risk best practices and lessons learned from an ER&S perspective, and providing input to the Environmental Business Planning process.

Tasks and responsibilities :

  • Drive continual improvement of Project ER&S processes (e.g., Regulatory Compliance, Environmental management, Socioeconomic management) through innovative and creative approaches;
  •  Support Functional management in enhancing two-way communications with Project teams (i.e., developing better understanding of Project needs and delivering updated tools and processes to Project teams).
  • Build and maintain a solid understanding of external stakeholder positions and drivers;
  • Assist the business unit and project SSH&E Managers in supporting ER&S activities, implement appropriate environmental practices and lessons learned, and provide Environmental Business Planning support
  • Provide coaching and mentoring of less experienced ER&S staff;
  •  Provide guidance to the Project Team and Engineering, Procurement and Construction (EPC) contractors related to overall regulatory compliance and ER&S expectations as required by applicable host-country regulatory requirements, project obligations / commitments, and/or loan agreements;
  •  Provide support to Projects for cost and schedule estimates related to the regulatory approvals / compliance process and the development / implementation of the project’s ESHIA, integrated SSH&E Plan, and other E&R deliverables;
  • Work with EPC contractors to ensure the development of appropriate and acceptable ER&S plans (e.g., SSH&E Plans, Waste Management Plans, Spill Response Plans, Socioeconomic Action Plans) applicable to their scope of work;
  • Develop and support implementation of an environmental management program which includes performance monitoring procedures for environmental, socioeconomic, regulatory, and/or health matters with Site Construction Managers and/or Supervisors.

 

Qualifications and experience :

  • Possess an accredited University degree (Bachelors or Higher) in Engineering, Physical / Biological /Chemical Sciences, or other technical field related to SSH&E;
  •  Candidates should have a minimum of 5 years of experience in environmental, socioeconomic, regulatory, and/or health field(s), preferably related to a construction or extractive industry project;
  • Knowledge of international regulations desirable;
  •  Excellent interpersonal and communication skills;
  • Additional language familiarity preferred (e.g., Spanish, Portuguese, French);
    Good organizational skills and proven ability to work in a positive team manner;
  •  Willing and able to travel (domestic and international) as required to support global operations;
  • Strong Interest in international expatriate assignments to support global operations.
