Job Role Responsibilities :
- To interpret and analyze contract requirements ;
- Check contract compliance and usage optimization across Business Units ;
- Liaison with Procurement and Craft personnel for contract development, renewal and performance evaluation ;
- To monitor and drive contract efficiency improvement ;
- Champions contract policy and procedure revision and improvement ;
- Provide formal training in contract administration domain expertise to Business Unit craft personnel. Training for new First Line Supervisor on contract awareness including refresher trainings ;
- Support CRAFT Planner / First Line Supervisor on its application of contract rates / lump sum during planning ;
- Audit / sampling checks on contractor submission of SES / rates applied / timesheets (accordance with PO) ;
- Report Unit rate utilization ;
- Single Point of Contact with Procurement for service / material contracting and bidding issues :
a. Reconcile any Procurement and Contractor contract issues – contract, PO, Billing etc ;
b. Participate in contract renewal / termination ;
c. Participate in Contract audits / self-assessment. - Propose (with User) contract KPIs where appropriate ;
- OIMS qualification and selection on new contractor and support on contractor safety performance ;
- Administrator for coincident RC and LS process and compliance checks ;
- Continuous improvement on new unit rates introduction.
Required Skills and Knowledge :
- A Bachelor Degree in Engineering/Science in the related field e.g. Mechanical/Electrical/Material engineering ;
- Good knowledge in Maintenance Service Contracts across all crafts. First Line Supervisor experience and preferably from Rank and File. Advantage if he / she possess Procurement experience ;
- Ability to interpret and analyze contract requirements, compliance, provisions, terms and conditions to achieve overall business objectives ;
- Ability to communicate contract policies and practices to Business Units ;
- Ability to interface with contract SMEs across Business Functions to ensure consistency in contract interpretation ;
- Effective communication and interpersonal skills and able to work well with all functions in the organization ;
- Use of independent judgment and creativity applied to resolution of contract issues ;
- Excellent internal and external (with contractors) negotiation skills ;
- Be able to use English as working language.
