 Organizational Setting :

This position is located in Hargeisa, Somalia, and will serve all FAO offices based in Somalia.

Reporting Lines :

Under the overall supervision of the FAO Representative in Somalia, the guidance of the Head of Data Analysis and Technical Assistance Group, and the direct supervision of the Chief Technical Adviser a.i. of the Somalia Water and Land Information Management (SWALIM).

Technical Focus :

The project coordinator will oversee the implementation of FAO’s ILWRM project in close collaboration with other FAO SWALIM staff.

Tasks and responsibilities :

  • Lead the overall coordination, management, execution and supervision of the ILWRM project in Somaliland and Puntland ;
  • Provide technical guidance and supervise implementation of the ILWRM activities, including the construction of the Information Management Centre (IMC) buildings in Hargeisa and Garowe;
  • Manage outreach activities related to ILWRM project or in support of SWALIM activities, and supports design and implementation of ILWRM-related training workshops and seminars ;
  • Ensure that ILWRM is implemented in accordance with FAO’s technical and environmental standards ;
  • Act as the focal point for FAO-SWALIM at a project level and support close coordination and synergies between FAO-SWALIM, line ministries and the IMC on ILWRM ;
  • Ensure delivery of all the ILWRM outputs according to the project document, timely preparation and submission of inception report, progress reports, operations and finance reports, with the technical support of the SWALIM CTA a.i ;
  • Organize and participate in the Inter-Ministerial Coordination Committee and provide substantive support to other consultative meetings and conferences, including the proposal of agenda topics, identification of participants, preparation of relevant documents and presentations and minutes ;
  • Establish and maintain strong relationships with local counterparts to ensure effective coordination of project activities with relevant ministries and agencies, and locally represent FAO-SWALIM during UN programme meetings and workshops ;
  • Ensure that sensible site selection criteria are adopted, and support community-based interventions on selected watersheds, with FAO and Government through the IMCs ;
  • Oversee preparation of impact evaluation reports, presentations/documents for conferences and meetings to highlight ILWRM project achievements ;
  • Supervise and support consultants working on regulatory framework, capacity development, and legal/technical documents under the ILWRM ;
  • Supervise the performance of IMC staff in Hargeisa and Garowe, providing clear direction, and regular monitoring and feedback on performance ;
  • Perform any other related duties as required.

Candidates will be assessed against the following :

Minimum Requirements :
  • Advanced University Degree (Master’s or Ph.D.) in Hydrology and/or Land resources, Natural Resources, Environment or related disciplines ;
  • Program/Project Management certification (desirable) ;
  • Seven years of relevant experience in management and implementation of water, land, environment or natural resources related projects, preferably in hardship missions. Experience working in Somalia is an asset ;
  • Working knowledge of English and limited knowledge of one of the other official languages (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills :

  • Work experience in more than one location or area of work, particularly in field positions is essential ;
  • Knowledge and experience in the Somali context is an asset ;
  • Extent and relevance of experience in technical cooperation’s related activities, policy advice and analysis relating to agriculture and rural development, monitoring and evaluation of policies and programmes and/or providing technical support and advice on institutional capacity building processes ;
  • Extent and relevance of experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies ;
  • Strong knowledge of watershed management and related water and land resources management activities ;
  • Strong Knowledge and understanding of network systems, GIS/remote sensing, data processing, and report writing skills considered an advantage ;
  • Strong skills in information management, capacity development and knowledge management ;
