Job Summary :

Has senior level responsibility for the budget and general finance function / staff in a large region or division, or at the overall corporate level. Translates the company’s financial strategies into tactical plans, reporting requirements, procedures and processes.  Responsibilities include developing and overseeing financial plans and policies, accounting practices and procedures, and ensuring that the organization’s financial and strategic goals are attained.  Works with all areas of finance to include Contract Billing & Revenue Recognition, Cost & Pricing, Financial Systems, Internal Audit, and Financial Compliance.  Oversees the final content and distribution of all financial reports for external and internal entities.  Ensures budget reflects current business operations and adjusts qualitative and quantitative analytics to reflect changing business environment, as needed.  Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

Accountabilities (Responsibilities) :

  • Provides strategic leadership to the budget and finance staff at the regional or organization-wide level.  Sets departmental operational plans, goals and policies ;
  • Able to work with multiple country finance departments and generate “best practices” for budget and finance projects. Leverages support and buy-in for major initiatives ;
  • Works with budget and finance managers to establish strategic workflow plans.  Oversees the departmental budget ;
  • Executes the department’s operational plan and is responsible for the performance and goal achievement of the group ;
  • Collaborates with senior leadership on critical and complex aspects of budgetary and financial reviews and makes operational recommendations ;
  • Must be familiar with and able to perform job duties of lower level positions within this job function. *Other duties as assigned.

Applied Knowledge & Skills :

  • Has significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems ;
  • Expert level knowledge and past experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines ;
  • Provides innovative and strategic leadership to multiple divisions and is able to gain cross-functional support for major projects, improvements or changes ;
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization ;
  • Is well-versed in state and federal laws and regulations that have impact on budgets and financial analysis, general accounting, and management controls ;
  • Must have excellent communication, diplomatic and negotiation skills ;
  • Ability to multi-task, meet deadlines, and accomplish goals.

Problem Solving & Impact :

  • Decisions and actions have a direct impact on the outcomes of own department and possibly the entire organization ;
  • Problems encountered are often complex, broad in scope, and implications are often unprecedented with no clear resolution ;
  • Must be able to provide accurate, expert level advice to reach outcomes that will enable achievement of overall department and organization goals.

Supervision Given / Received :

  • Leads by “managing managers” or other direct reports in the functional area.  Works under broad direction with considerable latitude for independent action ;
  • Ability to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit ;
  • Typically reports to a Vice President, Senior Vice President or Executive staff member.

Education :

Master’s Degree or its International Equivalent.

Experience :

  • 12+ years related work experience at the corporate or organization level; 6 years managing a finance department is required ;
  • Must be able to read, write and speak fluent English; fluent in host country language ;
  • Preferred Education and/or Experience – experience working in a Non-governmental organization (NGO) preferred. Experience working with a global, international organization preferred. Certified Public Accountant (CPA) designation preferred.

Travel Requirements : 10-25%

Typical Physical Demands :

  • Typical office environment ;
  • Ability to sit and stand for extended periods of time ;
  • Ability to lift 5-50 lbs.

Job Description :

FHI 360 seeks a Finance and Administration Director for an anticipated USAID integrated health and systems strengthening program in Malawi. USAID Malawi supports the Government of Malawi (GOM) and their Ministry of Health (MOH) to improve health service, systems and outcomes as part of a broader vision for self-reliance and sustainable impact, which includes strengthening local institutions, systems, greater ownership and accountability, and increased private sector engagement. The activity will work with local partners and health system counterparts to strengthen health services and systems to effectively manage resources and deliver high-impact health interventions.

Job Summary/Responsibilities :

The Director will translate the company’s financial strategies into tactical plans, reporting requirements, procedures and processes for the project. Responsibilities include developing and overseeing financial plans and policies, accounting practices and procedures, and ensuring that the project’s financial and strategic goals are attained.  Works with all areas of finance to include Contract Billing & Revenue Recognition, Cost & Pricing, Financial Systems, Internal Audit, and Financial Compliance.  Oversees the final content and distribution of all financial reports for external and internal entities. Ensures budget reflects current business operations and adjusts qualitative and quantitative analytics to reflect changing business environment, as needed. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. The position will be based in Lilongwe and will report to the project Chief of Party. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to USAID approval.

Specific responsibilities may include but are not limited to :

  • Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, sub-award management, accounting and logistics ;
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-award and operations aspects of project ;
  • Ensure compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulation, award requirements, and Government of Malawi laws ;
  • Develop, analyze and monitor program budgets, monitor and track obligations and expenditures against budgets ;
  • Maintain accurate financial pipeline reports and other monthly financial reports for internal analysis and tracking purposes to be reviewed with the Project Director and other relevant FHI 360 staff members ;
  • Provide technical assistance, as needed, to local partners on financial compliance and reporting ;
  • Prepare and submit annual and quarterly financial and accrual reports to USAID ;
  • Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID ;
  • Liaise with internal and external auditors in the review of project financial management ;
  • Liaise with the FHI 360 Office of Compliance and Internal Audit to improve necessary documentation and or answers to questions arising from internal and external reviews or audits ;
  • Ensure that all operational functions are effectively coordinated. Oversee human resources, finance and accounting, operations, contracts and grants and IT functions for the project
  • Support the Contracts Management Services department and Project Directors to ensure proper interpretation of the award instruments when entering financial obligations or any other contracting actions.

Qualifications :

  • Master’s Degree or its equivalent in Accounting, Finance, Business Administration or related field is required ;
  • CPA, ACCA, ACA, ICAN, CIMA, CFE or any other relevant professional certification/qualification is preferred ;
  • Minimum 12+ years of relevant experience in financial management, including overseeing the finance and operations of large and complex donor funded projects ;
  • Demonstrated experience and skills in developing and managing large budgets, including proficiency in relevant computer applications and databases ;
  • Demonstrated knowledge, skills, and /or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions ;
  • Demonstrated leadership qualities, depth and breadth of financial management expertise ;
  • Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations and international donor agencies ;
  • Familiarity with USG financial reporting and compliance requirements ;
  • Is well-versed in laws and regulations that have impact on budgets and financial analysis, general accounting, and management controls ;
  • Experience working in a non-governmental organization (NGO) preferred. Experience working with a global, international organization preferred ;
  • Ability to work on problems of complex scope that require in depth evaluations of data and various factors.
