Job Summary :

Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific and technical material in area of expertise. Assists and gives guidance with development of proposals. Works with communities and partners to maximize local capacity. Evaluates programmatic effectiveness and provides technical assessment reports.

Accountabilities :

  • Work with APC 2.0 partners to ensure daily data entry at site level on the the project’s DHIS2  aggregator and in the recommended format.  This also entails entering the data as and when required and cleaning it for analysis ;

  • Conduct data verifications and routine data quality assessments to ensure data accuracy, completeness, reliability, timeliness, precision and integrity ;

  • Ensure that both aggregate and patient level datasets and line lists (databases) are updated and readily available ;

  • Generates quality data analysis and provide timely feedback to the technical team and Implementing Partners to support program improvement. Ensure that data is captured on all monthly datasheets and reports ;

  • Identify M&E capacity needs for  implementing partners and contribute to an M&E capacity building plan ;

  • Provide responsive high quality M&E technical leadership and capacity building to Implementing partners through trainings and mentorship ;

  • Conduct support supervision and provide feedback to assigned implementing partner (s) ;

  • Provide leadership in data analysis and data sharing  at facility and district level ;

  • Identify  gaps in  data collection and management and inform the STO M&E about improvement needs in the system ;

  • Liaise with district government and other stakeholders for improved HIV and AIDS M&E systems in the district, particularly for civil society organizations.

Performs other duties as assigned.

Applied Knowledge & Skills :

  • Working knowledge of concepts, practices and procedures with providing technical support for research studies ;
  • Excellent oral and written communication skills ;
  • Excellent organizational and analytical skills ;
  • Demonstrated proficiency with using Microsoft Office Suite required ;
  • Ability to analyze and interpret data, identify errors and prepare reports ;
  • Ability to problem solve and implements corrective action as needed.

  • Works on problems of moderate scope that require analysis or interpretation of various factors ;
  • Exercises judgment within defined procedures and practices to determine appropriate action ;
  • Builds rapport with internal and external staff ;
  • Decision may affect a work unit or area within a department.

Supervision Given/Received :

  • Has no supervisory responsibility ;
  • Receives general instructions on routine work, detailed instructions on new assignments or projects ;
  • Typically reports to an Associate Director or Director.

Education :

Bachelor’s degree in Public Health, Statistics, Demography, Social Sciences or Related Field.

Experience :

  • At least 3-5 years of experience with developing international programs and project management experience, particularly HIV/AIDS programs ;
  • Proficiency with database management software and on-line search tools required ;
  • Prior work experience in a non-governmental organization (NGO) desired ;
  • Experience using DHIS 2 & DATIM.

Typical Physical Demands :

  • Typical office environment ;
  • Ability to sit and stand for extended periods of time ;
  • Ability to lift 5-50 lbs.

Technology to be Used :

Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements :

  • 10% – 25%
