Senior OVC/DREAMS Technical Specialist

Job Description :

FHI 360 is recruiting qualified candidates for a Senior OVC/DREAMS Technical Advisor position for an upcoming PEPFAR/USAID-funded Orphans and Vulnerable Children (OVC) project in Mozambique. This position will be based in Maputo.

Job Summary :

The Senior OVC/DREAMS Technical Advisor will be responsible for the overall coordination and implementation of technical assistance (TA) activities in support of the local organizations implementing the new OVC program in Mozambique.  S/he will support and oversee a team of technical experts in the areas of pediatric HIV, primary prevention, DREAMS, and Economic Strengthening and work in close coordination with staff providing TA in other key program areas, such as Monitoring and Evaluation. The Senior OVC/DREAMS Technical Advisor will work ensure that all TA approaches and activities are appropriate and effective and contribute to high-quality OVC/DREAMS programming and to the achievement of program targets and expected outcomes.

Key Responsibilities :

  • Coordinate TA needs assessments and the development and implementation of TA plans across different technical areas relevant to OVC and DREAMS programming in support of the OVC local primes and their implementing partners ;
  • Put the systems in place that allow the effective tracking and oversight of TA activities across different technical areas and for different organizations ;
  • Oversee and support a team of technical experts to ensure TA activities are implemented according to the established timeline and meet the needs of the local organizations ;
  • When needed, access and coordinate FHI 360/HQ technical expertise to ensure the TA needs of the local organizations are met ;
  • Establish effective coordination and collaboration mechanisms between the OVC/DREAMS technical team and M&E staff to jointly review and analyze local organizations’ data and ensure data is used to inform technical assistance activities to improve programming and overall performance ;
  • When needed, provide strategic TA to local organizations, particularly to support the implementation of performance improvement approaches, such as the quality improvement/PDSA and surge/TQLA approaches ;
  • Establish regular communication and feedback mechanisms with the OVC local primes  and their implementing partners to ensure that TA activities are responsive to their needs and contributing to improved program results ;
  • Identify opportunities for continued learning for the OVC/DREAMS technical team members in their respective technical areas (e.g., trainings, webinars, conferences) to ensure they keep abreast of the available evidence, existing best practices and innovations, and are able to provide high-quality assistance to the local organizations ;
  • Participate in high-level OVC/DREAMS technical and coordination platforms (e.g., Task Forces, Inter-agency working groups) ;
  • Review the local organizations’ technical deliverables (workplan and narratives reports) before submission to the donor.

Position Requirements :

  • Master’s degree in Public Health, Social and/or Behavioral Sciences, or a related field ;
  • At least twelve (1) years of experience in the design, implementation and management of PEPFAR/USAID-funded OVC and DREAMS programs ;
  • Fully conversant with PEPFAR OVC and DREAMS programming priorities and guidance ;

Expertise in the following areas :

  • Case management ;
  • Pediatric HIV ;
  • HIV prevention among adolescents, particularly AGYW ;
  • VAC/GBV prevention and response ;
  • Economic strengthening and food security ;
  • At least five (5) years of experience providing technical assistance to local organizations (NGOs and CBOs) ;
  • Demonstrated ability to work effectively with a range of stakeholders including government representatives, local community organizations, donors, and other stakeholders ;
  • Demonstrated success providing effective technical assistance to local organizations ;
  • Excellent communication, interpersonal and writing skills ;
  • Ability to work independently and manage a high-volume workflow ;
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office) ;
  • Native Portuguese speaker. Fluency in English preferred.
