Program Summary :

The 5-year USAID funded Mhuri / Imuli program’s goal in Zimbabwe is to improve maternal, youth and child health and survival in beneficiary communities and populations. The geographic focus is the seven districts of Manicaland Province, focusing on activities to increase the demand and supply of integrated, quality MNCH-FP services as well delivery of family planning services through outreach in all 10 provinces of Zimbabwe. This project will provide Technical Assistance (TA) to the MOHCC in Manicaland for MNCH and direct service delivery for Family Planning through outreach services.

Position Summary :

The Chief of Party will provide overall leadership and technical direction for the project, ensuring achievement of project deliverables. The COP will be the primary liaison with the funder and will manage project staff and implementing partners to ensure proper reporting, financial management, and compliance. The COP is expected to coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards. The position will be based in Mutare and will report to the FHI360 Zimbabwe Country Director. The selection of the final applicant is subject to USAID approval.

Duties and Responsibilities :

The Chief of Party will have the following responsibilities :

  • Provide overall vision and leadership for the successful implementation of the project ;
  • Provide technical leadership and expertise in the development and implementation of evidence-based, high quality, multi-sectoral interventions to strengthen access to, utilization and delivery of integrated MNCH and family planning services ;
  • Responsible for the overall planning implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner ;
  • Oversee a team of senior technical and program management project staff and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members ;
  • Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, Government of Zimbabwe and other key stakeholders ;
  • Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained ;
  • Lead the planning of all project activities and set high quality performance targets ensuring adherence to technical standards, best practices, and donor guidelines ;
  • Oversee strategies and interventions to ensure excellence and accountability to beneficiaries and USAID ;
  • Ensure financial and grants management compliance with FHI 360 and USAID rules and regulations ;
  • Ensure timely, high-quality, and complete submission of work plans, quarterly and annual.

Knowledge, skills and abilities :

  • Comprehensive knowledge of concepts, practices, and procedures with program management and technical development ;
  • Excellent oral and written communication skills ;
  • Excellent and demonstrated problem-solving, project management and technical skills ;
  • Relevant computer software skills, including at a minimum MS Office ;
  • Ability to influence, motivates, negotiate and work well with others ;
  • Capacity to provide management oversight to the project ;
  • Ability to organize and work with teams to produce high quality project deliverables on time and according to budget ;
  • Capacity to build and maintain productive working relationships with a wide network of partners and stakeholders ;
  • Knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation ;
  • Excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes ;
  • Excellent organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects ;
  • Experience supervising and leading teams and monitoring staff performance ;
  • Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies ;
  • Knowledge and experience working within the Zimbabwean health sector is required ;
  • Ability and willingness to travel a minimum of 25% time.

Qualifications and requirements :

  • Master’s Degree or higher in medicine, public health, health management, social science, or a related field required ;
  • 10 + years’ experience designing, implementing, and managing large, complex health service delivery projects involving multiple partners in or for developing countries ;
  • At minimum, must have at least five years of progressively responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract/grant management ;
  • Demonstrated leadership qualities, with accompanying depth and breadth of technical and management expertise ;
  • Demonstrated knowledge of USAID programs, regulations, compliance and reporting requirements. Management experience with a USG cooperative agreement preferred ;
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies ;
  • The position is only open to candidates who are citizens or current residents of Zimbabwe and who are fluent in local languages ;
  • Preference is given to persons with experience living or working in Manicaland Province in Zimbabwe.
