Primary responsibility:

  • Reporting to the Manager of Construction and Projects, the QA/QC and Completions Engineer is responsible for the effective implementation, monitoring and supervision of all quality and system completion activities at various work sites within operating oil fields in Chad, Africa.

 

Responsibilities:

  • Provide QA/QC leadership and drive a proactive approach to maintaining quality and solving quality issues. Provide any support necessary to meet project quality, schedule and cost objectives.
  • Manage all site based QA/QC related activities from Material receipt at site through to construction completion.
  • Approve and oversee the implementation of Quality Management Plans, including QA/QC procedures and site execution Inspection Test Plans (ITPs).
  • Process NCRs
  • Overall management of the site based projects and construction quality team.
  • Supervise Facilities Construction Contractor’s QA/QC personnel and 3rd Party Inspection Contractors against project specific construction ITPs
  • Focal point for the development of and associated approval of all contractor completion dossiers.
  • Assist with the implementation of the CCMS System (Computerized Completions Management System) to ensure hand over to operations/commissioning is completed in an efficient and effective manner.
  • Assist with the development and implementation of an agreed set of Construction Completion and Pre-commissioning Inspection Test Records to satisfy Handover Certification requirements within the CMMS.
  • Maintain a tracking system to monitor the status of Facilities Construction Contractors NCRs.
  • Maintain and Manage Welding and Test Equipment Calibration logs and Welder Qualification Logs.
  • Maintain and manage a system to monitor weld defects for the purpose of additional NDT and welder qualification.
  • Develop applicable specifications for the development of Contractor Quality Plans, ITP’s and Manuals
  • In conjunction with the various construction contractors, develop construction completion dossiers for handover to commissioning/operations.
  • Review Construction Contractors Quality Programs for pre-qualification and tendering and assist in the evaluation of the Bidders’ Quality Plans submitted as a part of the various tender packages.
  • Provide Technical support as required to the Construction Contractor’s site QA/QC personnel.
  • Co-ordinate the review and acceptance of Contractor’s Quality records and certification, and ensure that they provide evidence of compliance.
  • Co-ordinate and review/accept contractor’s construction completion dossiers.
  • Prepare QA/QC input & data to the monthly Project Progress Reports for Management, including Key Performance Indicator development and measurement relating to Corporate and Project Quality Assurance.
  • Develop yearly objectives for the quality management team and projects and construction department in general

 

Experience and/or educational requirements

  • Minimum of 5 years’ experience in a wide range of Inspection and QA/QC areas associated with on shore Oil & Gas Facilities and Pipeline Construction
  • Proven level of competency and execution in Non-destructive testing methods, including but not limited to: UT, Radiography, Hydro-testing, Nitrogen and Acoustic Testing.
  • Inspection certification applicable to on shore, international oil and gas construction projects
  • A detailed level of experience and knowledge of CCMS (Completions Management System)
  • Strong knowledge in the Quality Control and Assurance elements of regulatory codes and standards pertaining to international onshore oil and gas projects. (Welding, Testing and Inspection)
  • Associated membership of a Chartered Quality Institute
  • Proven track record of quality leadership and proactively influencing quality culture.
