Description

We are looking for our delegation in Nigeria for a Deputy Country Representative

Position Start Date: 1st of September 2018

Duration: 4 months, more if funding available

Location: Maiduguri – Nigeria

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

 

Contractual conditions:

Expatriate contract under Swiss regulations 3’400 CHF (~2’950 €) 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

 

Context:

With the biggest population in Africa, Nigeria is ranked as one of the first economy of the continent thanks to oil and petroleum products as well as mineral resources. But a great ethnic diversity (more than language groups led by the family or clan manner) mixed with a federal mechanism make it a real powder keg. The current North-East Nigeria joined the Country following a plebiscite in 1961. The territory concerned made up much of what is now Northeastern Nigeria, and a large part of the areas affected by the North-East insurgency

Borno State Insurgency:

Boko Haram was officially founding in 2002. Boko Haram conducted its operations more or less peacefully during the first seven years of its existence (the government reportedly repeatedly ignored warnings about the increasingly militant character of the organization). The situation changed in 2009 when the jihadist rebel group Boko Haram started an armed rebellion against the government of Nigeria. Since then, the violence has only escalated in terms of both frequency and intensity. In 2013, Nigerian started to apply a state of emergency in North Est Nigeria (Borno, Yobe, and Adamawa) => Nigeria forces launched an offensive in the Borno. The violence escalated dramatically in 2014, with 10,849 deaths.

Regional/International impact:

In 2014, Boko Haram militants attacked several Nigerian towns in the North and captured them. The insurgency spread to neighbouring Cameroon, Chad, and Niger thus becoming a major regional conflict. In 2015, a coalition of military forces from Nigeria, Chad, Cameroon, and Niger began a counter-insurgency campaign against Boko Haram. The coalition offensive forced Boko Haram to retreat into the Sambisa Forest (South East of Maiduguri City).

Recent developments of the conflict:

Following the GoN counter-offensive and military support from the Occident, several capitals city of Local Governmental Areas (LGAs) of Borno State were liberated. But out of the city, in the country side, the Boko Haram superiority is still significant. => Since the current insurgency started in 2009, it has killed 20,000 and displaced 2.3 million from their homes and was ranked as the world’s deadliest terror group by the Global Terrorism Index in 2015.

Humanitarian consequences:

The HNO 2017 estimated some 14 million people in need across the six states of the north east. In determining the response for 2017, humanitarian partners agreed to focus on states assessed as the most affected by the violent conflict, infrastructure destruction, mass displacement, ongoing insecurity and ensuing factors. The highest numbers requiring humanitarian assistance are located in Borno, Adamawa and Yobe where 8.5 million people are in need of urgent life-saving assistance. The approach of the humanitarian community is to respond to the most life-threatening needs of 6.9 million people in the three most (Borno, Yobe, Adamawa) affected states of North East Nigeria, from an estimated 8.5 million people in need in the same states.

TdH’ strategy/position in the country:

Tdh is present in Nigeria since mid- 2017. The NGO is willing to cover the needs of crisis affected people in Borno State by targeting the people’s affected by the crisis with the access to some basic services (Primary Health Care, Child Protection, Educational support) or the living conditions (WASH, NFI).

 

Main responsibilities:

As a senior member of the Country Management Team (CMT), and under the direct supervision of the Country Representative, the Deputy Country Representative will support the Country Representative in his/her work related to:

  • The coordination and the management of the TdH’s programs in the country: (project cycle management, networking, local fund raising, staff management, safety and security, finance and administration);
  • The support of Tdh’s local partners.
  • The development of the organisation’s intervention strategy.

S/He will operate these duties in line with the global Tdh’ Strategic framework and the agreed Country Strategy for Nigeria.

 

Function details:

Stragegy and institutional policy

  • To support the Country Representative in ensuring the implementation and compliance to Tdh Foundation Strategic Plan, Terre des hommes regional strategic plan and Tdh thematic policies in the field.
  • Together with the Country Representative, to elaborate, implement and review the country strategy for Tdh in Nigeria.

Project cycle management

  • To support the Country Representative in managing, supervising and coordinating all the activities related to the implementation of Tdh’s projects in Nigeria according to the proposal guidelines and indicators, budget and work plans.
  • In consultation with Tdh’s DAH Technical specialists, to support the Country Representative in the development of new projects in-line with Tdh strategic plan and thematic policies.
  • To support the Country Representative in development of annual and/or project work plans.
  • To support the Country Representative in developping monitoring and evaluation systems for all project work.
  • Together with the Senior Management Team and the project staff, to review the progress of each project monthly.
  • With the technical support of the Resource Persons (thematic), to monitor the quality of the work carried out and to suggest means of improvements.
  • To support the Country Representative in assessing the efficacy and effectiveness of the work carried out and to identify ways for further improvements.

Reporting

  • To support the Country Representative in providing the Desk team with quality monthly activity reports and annual reports in line with project objectives and indicators.
  • To support the Country Representative in providing the Desk team and/or the donors with quality intermediate and final project reports as per contract.

Finance

  • To participate to the overall financial management of the delegation.
  • To participate to ensure a tight follow up of all budgets including donors contracts and takes necessary actions in case of over/under expenditure.
  • To participate, with the Finance and Administrative Unit on budgeting, accounting and auditing as required.

Human resources management

  • To participate in the managing (supervision, support, training, etc.) of Tdh employees in Nigeria, expatriates as well as local staff.
  • To support the Program Unit and Support Services in the recruitment of Tdh local staff.
  • To support the Country Representative in the supervision of the elaboration, the implemention and updating of the delegation personal policy.

Representation and networking

  • To represent the organisation in the country, particularly to the government, official agencies, other non-governmental agencies, partners and the community located in Abuja.
  • To ensure that all formalities required by government and other official agencies are properly prepared and punctually presented.
  • To actively participate in meetings and fora organised by the GO/NGO/UN sectors as relevant to Tdh work in the country.
  • To liaise strategically with Government representatives as well as with potential in country donors including SDC as a bilateral donor.

Fund raising

  • To support the Country Representative in developping and maintaining sound relations with potential donors (institutional, local, etc).
  • To support the Country Representative in identifying new funding sources.
  • To support the Country Representative in initiating and leading the development of new project proposals.
  • To support the Country Representative to secure new contracts.

Administration

  • To support the Country Representative in implementing and updating Tdh delegation’s rules and procedures.
  • To support the Country Representative in ensuring that contracts, rules and procedures meet all requirements of national law.

 

Profile:

This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

As well as the following specific « professional » competencies:

  • Education: University degree in relevant field
  • Language: Excellent oral and writing skills in English C2, French an asset

Experiences and aptitudes

  • Successful track record of developing humanitarian strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.)
  • Extensive project management experience (management; planning; staff development and training skills) in emergency • Management experience and strong team leadership qualities
  • Excellent knowledge of project cycle management (PCM) and strong command of PCM tools
  • Ability to work well and punctually under pressure
  • A commitment to excellence; attention to detail

  • Raising awareness within the Foundation on violence against children
  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse
  • Reducing the risk of child abuse by selectively recruiting employees and others
  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children
