Description

We are looking for our delegation in South Sudan for a Grants & Reporting Officer JPO  

Position Start Date : 1st of December 2018

Duration : 9 months

Location : Juba, South Sudan

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

 

Contractual conditions :

Junior Program Officer position. Expatriate contract under Swiss regulations 2’200 CHF (~1’900 €) <> 2’400 CHF (2’100 €) net /month x 13 times (+ Withholding AVS candidate for Switzerland). Vacancy: 25 days/year, Health insurance, accident and medical repatriation insurance, location, return flight.

 

Context :

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has been working in South Sudan since the beginning of 2013. In 2016, following the clashes that took place in the Equatorial Region, Yei River State (Former Central Equatorial State) was identified as zone of major humanitarian concern. At the beginning of 2017, Tdh launched an integrated program in Yei town to improve WASH access through large scale borehole rehabilitation, hygiene promotion and distribution of NFI kits, and support livelihoods through the distribution of vegetable seeds, farming tools and massive cash for work activities. Local partners South Sudan Health Association (SSUHA), the Crop Training Centre in Yei (CTC) and the Mugwo Development Organization (MDO) are involved in the program implementation.

In May 2017, the intervention is being expanded to Lainya county, where Tdh covered the water and sanitation needs, as well as a reinforcement of the health system through the intervention in nutrition, mother and child care with mobile clinic in a highly volatile area. Further on, in September 2017, Tdh launched a school feeding program in Yei in all of the city schools to prevent the increase of malnutrition (15,7% in June 2017) and tackle the high rate of school drop-offs due to the lack of food. Additional activities, including distributions of seeds and tools for gardening and cereal production, as well as emergency kits distributions for conflict affected populations, were also carried out to foster farming activities and livelihoods. A new project will be launched at the end of 2018 following a survey carried out by Tdh highlighting that over 50% of the population is food insecure – activities will include Cash for work scheme, livestock restocking and direct support to farming.

Additionaly Tdh is carrying a full-fledged child protection and psychosocial support project in Yei, aiming at supporting the most vulnerable children affected by the conflict, including unaccompanied children, with case management, social services, direct and targeted support and capacity building of local child protection actors. Finally, is currently engaged in a Wash in Schools project with rehabilitation of Wash facilities in 18 schools along with hygiene practices improvement and school gardening activities.

The security situation in Yei remains concerning and attacks against the civilian population in the rural area happen regularly – leading to displacements of populations and access issues for aid workers.

 

Main responsibilities :

Under the direct supervision of the Country Delegate, the Grants Officer contributes to the oveall successful operation of programs through taking lead on the process of drafting proposals, reports, M&E result presentations, as well as visibility and communications materials, and programmatic documents for external stakeholders. S/he gathers all necessary information on the ongoing projects in order to adequately communicate on Tdh’s activities, and contributes to the mision expansion (strategy, donor mapping and opportunities analysis). S/he strongly contributes to Tdh’s internal and external coordination, and improves information sharing processes within the coordination team.

 

Fonction details :

Reporting / Proposal Development

  • S/he takes lead on coordinating the cycle of the proposal and reporting processes ;
  • S/he ensures that contractual deadlines for donor reporting as well as contractual templates are known and respected by the operational team. S/he disseminates key information to relevant TDH staff in timely manner ;
  • S/he coordinates with CD and Field Coorinator to ensure all relevant information and data are collected in a timely manner to be included in the reports ;
  • S/he ensures that external reports are drafted in a timely manner and with an attention to quality (coherence of data, quality of writing, justification of the gaps and variation, measurement of indicators, results and objectives, appropriate formating and presentation), including all necessary attachments and annexes ;
  • S/he ensures that final versions of reports and proposals are communicated to the operational team and correctly archived ;
  • S/he is responsible for following calls for proposals of various donors to anticipate positioning.

Context follow-up

  • S/he contributes to the follow-up of the humanitarian context through reports from the team, cluster information, news/media and relevant humanitarian reports ;
  • S/he ensures regular follow up with field teams, gathers all necessary information on the ongoing projects, including through field visits and interaction with beneficaiaries, to have a more robust understanding about context on the ground to inform communication on Tdh activities.

Visibility/ communication

  • In collaboration with the CD and program teams and in accordance with HQ communication policy, S/he is involved in developing information documentation about TDH activities in South Sudan, such as ;
  • Case studies, beneficiary stories ;
  • Documentation of Tdh activities for internal use and external dissemination.

Monitoring, evaluation and accountability and learning

  • In collaboration with the CD and program teams, S/he contributes to the development and implementation of a context-specific assessments ;
  • In coordination with FC, support development of a monitoring, evaluation, accountability and learning framework for the mission ;
  • S/he ensures follow up and routine usage of tools and procedures.

Internal & external coordination

  • S/he compiles the minutes of internal meetings and makes sure they are validated by the CD before diffusion to the mission & HQ ;
  • S/he ensures that internal coordination mechanisms and processes are known and used by all Coordination members ;
  • S/he ensures a fluid dissemination of information between coordination members by sharing any significant information to relevant stakeholders ;
  • S/he prepares SitReps and external reports, and submits them for confirmation to the CD by complying with internal confirmation deadlines and external contracts expiration dates (project reports) ;
  • Upon delegation of the CD, s/he represents Tdh with external actors (NGOs or clusters) or in humanitarian coordination forums ;
  • S/he ensures follow up to clusters for sharing of data (5Ws) ;
  • S/he takes appropriate notes and disseminates to the relevant mission staff.

 

Profile :

  • Master degree or other relevant degree ;
  • Excellent analytical skills ;
  • At least one experience in the field required ;
  • Excellent communication and drafting skills ;
  • Data analysis capacity and report writing ;
  • Good communication and team support ;
  • Autonomy in work ;
  • Ability to operate in a cross-cultural environment requiring flexibility ;
  • Familiarity with the aid system / knowledge of institutional donors ;
  • Prior knowledge of the region/crisis an asset ;
  • Fluency in English required, French appreciated ;
  • Ability to operate Microsoft Word, Excel and Project Management software.

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse ;
