Summary:
Ground Truth Solutions (GTS) is looking for a consultant to work on a one-year project in Chad. The aim of this project is to strengthen accountability to affected populations and applying the Core Humanitarian Standard (CHS) in the humanitarian response in Chad. GTS will systematically collect and analyse feedback from affected people on key dimensions of humanitarian performance linked to the CHS, as well as develop capacity within the HCT to take on this role at the end of the project. The position will be based in N’Djamena and we are interested in people already based in Chad, with extensive experience on the ground.

GTS provides humanitarian agencies with direct feedback from people affected by crisis. GTS’ approach is to systematically collect the views of affected people on key aspects of humanitarian programming. It provides humanitarian agencies and donors with real-time information from people at the receiving end of aid. The aim is to use feedback to improve programmes while also empowering people to express their views.

Main responsibilities of the GTS consultant:

Design: Design and set-up of GTS’ feedback mechanism in Chad:

  • Conducting background research (on humanitarian context, data collection options and challenges, pilot projects and their current M&E practices)
  • Developing and maintaining a network of humanitarian partners and other stakeholders in Chad
  • Designing survey questionnaire, data collection methodology, and dialogue and dissemination plan
  • Managing data collection process or Identifying and contracting data collection firms
  • Providing guidance on training of enumerators and facilitators of focus group discussions

Implementation: Contribute to project implementation, including:

  • Drafting work plans with timelines for data collection and analysis
  • Assuring quality of data collection on the ground
  • Refining questionnaires and data collection methodology as needed

Data analysis and presentation: contribute to the production of our survey reports, including:

  • Supporting data analysis
  • Reviewing reports and formulating recommendations
  • Presenting survey findings at humanitarian country team meetings and other relevant occasions
  • Supporting advocacy and communications

Learning:** contribute to GTS’ learning and improvement of GTS’ approach and methodology, including:

  • Representing GTS at events and meetings
  • Contributing to internal learning by summarizing lessons learned and collecting feedback from GTS’ partners

Other: carry out other ad hoc assignments as needed and within the scope of the above responsibilities

We are looking for a candidate with:

  • Bachelor’s or Master’s degree in a relevant field (e.g. political science, development studies or international relations) or equivalent experience in the humanitarian space
  • A minimum of 3 years of relevant experience, preferably in the field(s) of project management and implementation in humanitarian operations, monitoring and evaluation, donor reporting and data analysis
  • Experience with multi-disciplinary, multi-national teams in complex emergencies / environments an advantage
  • Familiarity with the Core Humanitarian Standard and other relevant normative frameworks
  • Familiarity of humanitarian sector and humanitarian accountability initiatives
  • Experience in engagement with government officials, local civil society, UN agencies, INGOs, IFIs, and donors an advantage
  • Excellent communication and interpersonal skills;
  • Strong organization and coordination skills
  • Demonstrated ability to work independently, creatively and flexibly in adjusting to challenges and opportunities
  • Fluency in English and French
  • Proficiency in Microsoft office (Word, Powerpoint, Excel) is required, familiarity with statistical tools and Indesign an advantage

What we offer:

A 6 months contract, renewable; a competitive salary package will be negotiated based on level of experience. There will be a 1-month probationary period.
