Job context :

HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with physical disabilities. HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps outside Juba city and in three greater states: Yei, Torit and Yambio in greater Central Equatoria state, greater Eastern Equatoria and greater Western Equatoria respectively, with the Country Office based in Juba city. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.
HI’s present interventions address both emergency and resilience needs. Since 2016, HI has been operating an emergency mobile (or flying) unit responding to MHPSS (Mental Health & Psychosocial Support) and disability rehabilitation assistance in the greater Upper Nile, Unity and Jonglei states. Overall, about 50,000 direct beneficiaries are being targeted through MHPSS and Livelihood projects, with a strong emphasis on mainstreaming disability inclusion. HI current programs are funded by ECHO, DFID, MOFA Luxembourg and OCHA. As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS) as well as Food Security & Livelihoods (FSL) and to undertake innovative programming in Inclusive Education.

 

Your mission :

Under the management of the Administrative Coordinator, the Finance Manager will carry out the program’s budget and accounts management in such a way as to allow the effective and efficient implementation of its strategy within the organizational frameworks defined by Humanity and Inclusion.
The Finance Manager will directly supervise Program Accountant and Finance assistants of the mission in Juba and field offices.

His/her main responsibilities will be the following :

  • Ensure availability and proper utilization of fund in the programme ;
  • Carry out management of the programme’s budget and funding ;
  • Ensure the program’s accounts management ;
  • Ensure the integrity of the cash management in the programme ;
  • Ensure the quality of Partner organization financial reports and supporting documentation, providing training and support wherever needed ;
  • Ensure the management of the finance team.

Profil recherché :

Your profile :

  • You hold an advanced degree in Finance/Accounting ;
  • You have 2 years of experience in accounting/finance in an International Humanitarian agency with large setup ;
  • You demonstrate methodological skills related to finance and good analytical and conceptual skills ;
  • You demonstrate excellent communication skills, including distance management ;
  • Capacity to work under pressure, proactive person, dynamic and solution oriented person.

Characteristics of the position :

Security and road access remains a key factor in geographic targeting of operations in South Sudan. Many locations in the country cannot be reached overland due to ongoing conflict between government and opposition forces.
The country mission has a safety and security protocol which emphasizes individual and team sensitivity and pro-activeness on security matters. International staff movements within Juba city is facilitated by HI and has a curfew restriction. Office and residential accommodation are currently housed in one compound, and a number of residential facilities including kitchens and lounges are used in common (rooming with sanitary services is individual).

 

Conditions :

  • Starting date : Mars 2019 ;
  • Length of the contract : 9 months ;

Employee status according to experience :

  • Salary from 2214 € gross/month regarding the experience of the candidate ;
  • Perdiem : 457€ net/month ;
  • Hardship allowance : 500€ net/month ;
  • Insurances : medical hearth coverage, retirement planning, repatriation ;
  • Paid holiday : 25 days per year ;
  • R&R : Level 3 : 5 days every 6 weeks ;
  • Status : unaccompanied position ;
  • Housing : Collective taken in charge by Handicap International.
