HI presentation
Between 2009 and 2013, Handicap International was present in Uganda implementing Mine Risk Education activities. These activities concluded in 2013 when Uganda was declared free of mines in 2012.
In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion. These actions are implemented in Omugo Settlement, the extension of Rhino Camp Settlement where most new refugees are being settled, and Imvepi Settlement. HI is now expanding it’s rehabilitation project under BPRM funding from September 2018, in consortia with Medical Teams International (MTI) to cover all three settlements in Arua District (Omugo, Imvepi and Rhino)
These actions comprise the four components of HI’s Uganda Refugee Response Strategy. The total mission portfolio is 1.5 million EURO, implemented by a staff of around 50 and 15 volunteers. The current activities are limited to Arua District, HI intends to expand the scope to other refugee areas including other districts in Northern Uganda hosting South Sudanese refugee populations, and the Congolese refugee sites in Western Uganda.
Furthermore, HI has a potential Orthosis 3D printing project to launch under the Rehabilitation project in 2019, and is launching a longer-term development project on Inclusive Health, and exploring other development opportunities in inclusive education and livelihoods.
HI is legally registered in Uganda having obtained the NGO Permit, the Certificate of Incorporation, and the Memorandum of Understanding from the Office of the Prime Minister. These legal documents are required to implement activities in Uganda. HI’s Head Office is in Kampala, and field operations are based in the office in Arua Town. In May, HI will set-up a deep field station in Omugo settlement were field staff will reside and operate.
Job description
The Rehabilitation Technical Advisor is responsible, in line with Handicap International technical standards, to develop a strategic and technical rehabilitation response to address the challenge of rehabilitation needs both at time of acute crisis and in the context of long term access to quality services for both refugees and host communities and Arua District. In this context particular attention will be paid to scaling up a small ongoing rehabilitation pilot project in one refugee settlement in Arua District to coverage into 3 different settlements in the District, under the lead humanitarian health actor, MTI and in link with the Ministry of Health structures such as the Arua Referral Hospital.
Under the direct management of the Arua Field Coordinator and in strong collaboration with the Operational Coordinator, the position contributes in the successful implementation of quality activities in the field of expertise by:
- Analysing the rehabilitation sector in Arua including mapping of services; opportunities and constraints for developing the rehabilitation response within the existing system; the analyse of the rehabilitation needs as well as the ability of the current service providers to respond to evolving needs and demand.
- Develop the appropriate rehab project design to ensure effective roll-out of the scale-up activities
- Recruit and train the new Rehabilitation team, including rehabilitation Project Manager, that will deliver the project

Profile sought
Qualification(s) :
- Advanced degree in rehabilitation (OT, PT or P&O)
Experience :
- at least 5 years’ experience in delivering rehabilitation services in both development and humanitarian settings
- 2 years’ experience at policy level in the field of expertise
