Job context :

HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities.

HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps in Juba and greater Equatoria states.

During 2019, HI is planning to establish a base in the greater Unity, which remains the most conflict and disability affected region of the whole country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming.

HI’s present interventions address both emergency and resilience needs. Since 2016, HI has been operating an emergency mobile (or flying) unit responding to MHPSS and disability rehabilitation assistance in the greater Upper Nile, Unity and Jonglei states. HI current programs are funded by ECHO, DFID, MOFA Luxembourg and OCHA. As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS) as well as inclusion in humanitarian action and to undertake innovative programming in Education in emergency.

 

Mission :

The MEAL manager will lead on the development and strategic direction of HI South Sudan’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems, policies and procedures. She/he will support the improved delivery and evidencing of project impact and cross-learning, support staff capacity building and creating systems for accountability to beneficiaries, donors and other stakeholders.

Under the line management of the operations Coordinator, you will manage a team of 4 people (2 MEAL Officer and 2 Data Assistant).

 

 Main responsibilities:

  1. System development and strengthening ;
  2. Direct Technical & Project Support ;
  3. MEAL Team Management ;
  4. Coordinate HI South Sudan’s Accountability and Learning Systems .

 

Profil :

  • You hold at least a bachelor’s degree in relevant field (Development, Social Studies, Statistics)  ;
  • You have 2-3 years’ experience in program design, monitoring, evaluation, accountability, learning and management roles ;
  • You demonstrable experience using a range of qualitative, quantitative and participatory methodologies ;
  • You have experience with the set-up and use of electronic data collection systems ;
  • You have a previous experience with major donor proposal and M&E requirements (DFID, ECHO, UN agencies, USAID/OFDA preferred) ;
  • You perfectly understand the project cycle management ;
  • You have strong analytical skills and ability to handle complex issues ;
  • You are well organized and able to plan work accordingly ;
  • You have good management capacities and team leadership spirit (experience in remote management and contingency planning is an asset) ;
  • You are able to work in field locations with very little infrastructure and supplies ;
  • You manage stress and complexity well ;
  • You actively promotes safety and security .

 

Characteristics of the position :

Despite signing of a peace agreement in September 2018, insecurity remains a key challenge for humanitarian operations in South Sudan. Many parts of the country cannot be reached via-road due to ongoing conflict, communal clashes, threats from armed gangs, and the huge under development of road and telecommunications infrastructure.

Apart from IDP projects in Juba which are managed directly, most of HI’s programs in many parts of South Sudan are currently implemented through remote management, with international staff based mainly at the Country office in Juba, doing regular travel to the field by UNHAS air service . The country mission has a safety and security protocol which emphasizes individual and team sensitivity and pro-activeness on security matters. The protocol is reviewed periodically to match or anticipate emerging context scenarios. The security situation around HI bases and operational areas in Juba and field over the past 3 months has been ranked as 2-3/blue to orange colour bars (2 or blue is normal activities with increased caution and 3 or orange is movement restriction).

International staff movements within Juba city is facilitated by HI and has a curfew restriction between 9PM-6.00AM. Office and residential accommodation are currently housed in one compound, and a number of residential facilities including kitchens and lounges are used in common.

 

Conditions :

  • Starting date : September 2019
  • Length of the contract: 6 months
  • Salary from 2210 € gross/month regarding the experience of the candidate
  • Perdiem : 457 net/month
  • Hardship allowance : 500€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year + R&R : 5 days every 6 weeks
  • Status : position unaccompanied
  • Housing : Collective taken in charge by HI
