Information on the mission context :

Libya :

From 2014 to mid of 2018, HI’s Libya mission was managed remotely from neighboring Tunisia, where all international staff was based. Since last summer, a phased redeployment of international staff has been taking place, with four of the current expatriate team of nine now based in Misrata. Planning is currently taking place for a permanent expatriate presence in Tripoli, expected to be implemented during 2019.

As a result of the conflict and political crisis, the collapse of the health services has considerably reduced assistance towards the most vulnerable, in particular persons with disabilities. HI is currently implementing a humanitarian programme from operational bases in Tripoli, Misrata and Benghazi.

Morocco/ Tunisia :

HI is present in Tunisia since 1992 and settled its presence permanently in the country since 1997 in order to support national initiatives aiming to foster the inclusion of persons with disabilities. Since 2011, HI promotes awareness actions and supports the emergence of the civil society aiming at enhancing the promotion and respect of the rights for persons with disabilities. HI also implements projects in inclusive rural development, inclusive education, women participation and economical inclusion in close partnership with local structures.

HI also started to intervene in Morocco since 1993, conducting professional trainings for ortho prosthesis specialists, upon the request of the Moroccan Ministry of Public Health. Since 1996 the scope of intervention of HI in Morocco has largely widen and developed through different partnerships with local associations but also institutions, including training to professionals such as the implementation of inclusive development projects and support to DPOs. Currently HI Morocco implements projects in rehabilitation, inclusive education, economical inclusion, protection and migration in close partnership with local structures and local institutions.

Objectives :

Reporting to the Regional Director and in collaboration with HQ services, the Regional Logistics Manager ensures the efficient management of logistical resources for the region/country for which they are responsible. S/he is the focal person for the Regional Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility.

S/he participates actively in the phased reorganization of HI in the field as part of the ROOTS project. S/he is a key player in the rollout and implementation of HI’s logistics standards, consisting in a reworking of the positioning of logistics at HI and the assertion of the principle of the professional channel.

Strategy and steering :
Steers logistics strategy and functioning through the active promotion of HI’s institutional policy and the optimization of our resources

Standards and Accountability ;

Operational logistics management :

  • Diagnosis phase – Context analysis ;
  • Design phase – Resources planning ;
  • Launch phase – Supply planning ;
  • Closure phase .

Professional channel development :
Leads the professional development of the logistics sector within his/her scope and helps to do so for the organisation as whole .

Emergency preparedness and response :
Is responsible for providing appropriate support to emergency responses occurring within his/her geographical scope

Management :
Assumes the role and stance of manager with regard to his/her staff

Operational Safety & Security Management .

 

Profil :

Experience :

  • 5+ years’ experience in a similar role, at logistics management or coordination level ;
  • At least 2 years of professional experience in a contemporary conflict context in the Arab world (experience in Libya is a
  • strong asset) ;
  • Experience in an international NGO in either humanitarian response or development contexts ;
  • Experience in training and capacity building, particularly across cultures ;
  • Experience in opening new operational bases/offices in challenging conditions ;
  • Experience in implementing operational security measures and ensuring compliance with security management plans ;
  • Demonstrable experience of working in an insecure environment or fragile state and in remote management .

Skills :

  • Strong communication skills ;
  • Strong Excel skills ;
  • organizational and coordination capacities ;
  • English & French mandatory (oral and written) ;
  • Arabic is an asset .

Personal Qualities :

  • Effective communication, analytical and problem solving skills ;
  • Strong interpersonal and intercultural skills ;
  • Ability to work in a multicultural environment and in a multidisciplinary team ;

Conditions :

Starting date : July – August 2019
Length of the contract : 12 months
Contract : salaried contract (from 2750€/month gross depending on experience)
Per-diem : 352€/month net
Insurances : medical health coverage, retirement planning, repatriation
Paid holiday : 25 days per year
R&R : 1 day per month
Status : open to couples and families
Accommodation : individual covered by HI
