  • The Direction of Humanitarian Action ;
  • The Direction of Development Action.

Job context :

After a referendum following 50 years of conflict with the North, South Sudan became officially independent in July 2011. From then, the country has engaged in a long period of construction, expected to last for the next 50 years. This period has been violently stopped since December 2013 with an internal political and ethnic conflict creating massive displacement of populations inside and outside the country. And lastly in July 2016, a new outbreak of violence broke out and caused a wave of displacements. The country is now facing, added to violent clashes and wars, a major economic crisis driving it to a close collapse. The authorities are struggling to insure basic funding of these services with major corruption and bad governance. The country is highly dependent on external supplies of goods and services as well as the intervention and support of the humanitarian sector.

The context in South Sudan is characterized by a continuum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency. HI present since 2006 has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.

At July 2018, the program includes :

  • An emergency component with ;
  • Protection program in Juba PoC and Urban Juba camps, psychosocial support and targeted assistance to persons with specific needs ;
  • An emergency flying team all over the country ;
  • A new Mental Health and Psychosocial Support (MHPSS) and inclusion project in Yei, Juba, Torit, and Yambio that will be launched in August 2018 ;
  • A long-term component with a Victim Assistance project based in Juba and Yei county including rehabilitation and livelihood activities.

 

Your mission :

The aim of the program is :

  • To provide life-saving support to the men, women, and children of South Sudan and enable them to cope with the onset of new shocks ;
  • To ensure the proper collection, monitoring, and use of data for better program implementation.

These two components work side-by-side to ensure that quality programming reaches those that need it the most.

The project seeks to improve the resilience of the most vulnerable individuals, families and communities through access to community based Mental Health and Psychosocial Support interventions and inclusive humanitarian assistance in South Sudan. It will do this by addressing two urgent needs in South Sudan: the Mental Health and Psychosocial Support (MHPSS) needs of local communities, including Gender Based Violence (GBV) survivors and the needs of humanitarian stakeholders to become more disability inclusive in the design, implementation, monitoring and evaluation of their humanitarian strategies and programs.

Under the responsibility of the Project Manager and in close cooperation with the rest of the HI team and related technical advisors, the Deputy Project Manager will have overall responsibility for delivering the MHPSS component of the project. His main responsibilities will be :

  • Effective, timely, and quality implementation of the project using a result-based approach ;
  • Effective supervision and management of the teams ;
  • Technical quality of the project and the capitalization of experiences ;
  • Timely Reporting ;
  • Representation.

 

Your profile :

  • You hold a degree in project management ;
  • MHPSS or Inclusion background is an asset ;
  • You have previous experience in managing humanitarian or development projects in conflict/post-conflict environments ;
  • You demonstrate proven Monitoring Evaluation & Learning skills and team and project management skills ;
  • Excellent communication skills in English ;
  • Good interpersonal skills with people from different national and cultural backgrounds with sensitivity and diplomacy ;
  • Able to work under intense pressure and in a hardship area

 

Characteristics of the position :

Juba is accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement from May/June to September/October, including internal flights, and severely hampers most road connections.

The office and the guesthouse are in one compound in Juba. The compound is in the centre of town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner and bathroom. The living conditions are basic but acceptable (generator, water tanks, Internet, small gym, TV). Juba offers some facilities including bars, restaurants, gyms, and swimming pools for International Staff.

Conditions :

  • Starting date : December 2018
  • Length of the contract: 6 months
  • Employee or volunteer status, according to experience :

 

Employee :

  • Salary from 2031 € gross/month regarding the experience of the candidate ;
  • Perdiem : 457 € net/month ;
  • Hardship allowance : 500 € net/month ;
  • Insurances : medical hearth coverage, retirement planning, repatriation ;
  • Paid holiday : 25 days per year ;
  • R&R : Level 3 : 5 days every 6 weeks ;
  • Status : unaccompanied position ;
  • Housing : Collective taken in charge by Handicap International.
