Job context :

Under the line management of the Country Manager and in close coordination with Logistics, Finance, Human Resources and programmes Departments, you are responsible for developing, coordinating, and ensuring smooth implementation of HI’s field operations in adherence to technical, logistic, human resource, administration and security internal and external procedures and regulations. At local level, you represent HI vis-a-vis relevant stakeholders and you manage the operations and support teams based in the area of implementation in Arua, West Nile District, Uganda.Your main responsibilities linked to the position are:

 

Your mission :

These actions comprise the four components of HI’s Uganda Refugee Response Strategy. The total mission portfolio is 1.5 million EURO, implemented by a staff of around 50 and 15 volunteers. The current activities are limited to Arua District, HI intends to expand the scope to other refugee areas including other districts in Northern Uganda hosting South Sudanese refugee populations, and the Congolese refugee sites in Western Uganda.

In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion. These actions are implemented in Omugo Settlement, the extension of Rhino Camp Settlement where most new refugees are being settled, and Imvepi Settlement. HI is now expanding it’s rehabilitation project under BPRM funding from September 2018, in consortia with Medical Teams International (MTI) to cover all three settlements in Arua District (Omugo, Imvepi and Rhino)

Between 2009 and 2013, HI was present in Uganda implementing Mine Risk Education activities. These activities concluded in 2013 when Uganda was declared free of mines in 2012 :

  • Responsibility 1: Representation and coordination ;
  • Responsibility 2: Operational Development and Management ;
  • Responsibility 3: Security Management ;
  • Responsibility 4: Logistics Management ;
  • Responsibility 5: Finance Management ;
  • Responsibility 6: Team Management ;
  • Responsibility 7: Reporting.

 

Characteristics of the position :

HI is legally registered in Uganda having obtained the NGO Permit. HI’s Head Office is in Kampala, and field operations are based in the office in Arua Town. Arua is 1 hour by flight or 8 hours by vehicle from Kampala.

Arua is considered a relatively safe city, but with few options for entertainment, sports and health facilities. Arua is Level 1 security but basic safety precautions must be taken by individuals particularly at night. HI has a field office in the town and a guest house in the suburbs of Arua. A sub-base in one of the refugee settlements – Omugo – has recently opened where field staff are located.

Expériences / Formation du candidat :

You have :

  • At least 5 years of professional experience in humanitarian or development contexts, preferably in the management of complex refugee responses ;
  • At least 2 years of experience as Field Coordinator of similar position ;
  • Knowledge of donor strategies and procedures ;
  • Previous security management experience mandatory ;
  • Proven managerial experience ;
  • Proven representation experience ;
  • Strong communication skills ;
  • Strong interpersonal and intercultural skills ;
  • Strong writing and reporting skills.

A previous working experience with Humanity & Inclusion is a strong asset.

Salaire / Indemnité :

  • Salary from 2757€ gross/month regarding the experience of the candidate ;
  • Perdiem : 450€ net/month ;
  • Hardship allowance : 250€net/month ;
  • Insurances : medical hearth coverage, retirement planning, repatriation ;
  • Paid holiday : 25 days per year ;
  • R&R : 5 days every 3 months ;
  • Status : unaccompanied ;
  • Housing : Collective taken in charge by HI.
