HI presentation :

Humanity and Inclusion -HI (the new name and re-branding of Handicap International since January 2018) was founded in France in 1982. In 2009, the HI Federation was established in Brussels. The membership of the Federation has since expanded to 8 countries, namely; France, Belgium, UK, USA, Germany, Switzerland, Luxembourg and Canada. Hi vision asserts: “Outraged by the injustice faced by people with disabilities and vulnerable populations, we, aspire to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity”. HI is an independent and impartial aid and development organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Currently, HI is present in at least 55 countries, with its humanitarian programs reaching at least 2 million people. In 1997, HI along with other partners was awarded the Nobel Peace Prize for its international campaigns to ban landmines sale and use. HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with physical disabilities. HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps outside Juba city and in three greater states: Yei, Torit and Yambio in greater Central Equatoria state, greater Eastern Equatoria and greater Western Equatoria respectively, with the Country Office based in Juba city.  During 2019, HI is planning to establish a base in the greater Unity, which remains the most conflict and disability affected region of the whole country.  The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.

 

Job description :

This position provides professional and technical support to Rehabilitation teams across at least 5 HI South Sudan projects :

  • Provide program level technical support to at least 6 HI Projects  in the domain of  physical and functional rehabilitation and coordinate the provision of support throughout the four hubs ;
  • Contribute to the development and oversee implementation of physical and functional rehabilitation – strategies and plans within the hubs and at the coordination level in close link with other HI South Sudan Technical coordinators and  Project Managers ;
  • Build communication and technical coherence among the mission’s physical and functional rehabilitation teams and contribute to annual staff performance planning and capacity building of Rehabilitation staff ;
  • Through consultation with HI Rehab Technical Advisor in Lyon, collaboration with South Sudan Humanitarian cluster (Disability Working Group), seek and adopt ways for the improvement of access to rehabilitation services and diversified assistive devices technology in the country ;
  • The position reports to the Program Director, liaises closely with the Head of Program, consults regularly with HQ Technical Advisor and provides technical and specialist line supervision to a team of 6 expat and national physiotherapists and orthopedic technicians. The TC is a senior level position and sits and coordinates with other members on the Country SMT –Senior Management Team, exercising tact and maturity in decision making process at senior level.

 

Profile sought

Diploma(s) :

Degree in Occupational Therapy or Physiotherapy mandatory

Experience :

  • Minimum of 3-4 years of experience in an international NGO in either humanitarian response or development contexts as Rehab Advisor or 2 Years as Rehab Technical Coordinator at international level ;
  • Strong experience and track record on acute injury management, setting-up rehabilitation point in refugee camp, prescription and provision of assistive devices ;
  • Experience working in conflict and security sensitive environments.

Competencies :

  • Excellent clinical knowledge in   trauma, orthopaedic and neurology (paediatrics and adults) ;
  • Ability to develop and maintain effective work relationships with government authorities, network of national disability organisations involved in rehabilitation ;
  • Good understanding and application of Accountability principles: SPHERE applied to Disability; UN-CRPD, DNH, Red-cross Code of Conduct, SDG, Community Based Rehabilitation (CBR) ;
  • Knowledge on international frameworks and policies regarding Disability/Rehabilitation issues ;
  • Strong computer, IT and reporting skills.
