Since 2014, HI’s Libya mission was managed remotely from neighboring Tunisia, based in the same office as HI Tunisia. In mid-2018 however HI began a phased redeployment of international staff, with 4 out of 8 expatriates now formally based in Misrata. Regular (monthly) visits are required by all other international staff to Libya to support programme activities and ensure a close follow up and training of national staff.

Sharing an office with HI Tunisia, the Administrative Coordinator will play an important role in ensuring good coordination between the teams and seeking advice from HI Tunisia’s support departments to ensure administrative and legal synergies between the missions.

From operational bases in Tripoli and Misrata, and Benghazi from the last quarter of 2018, HI is currently implementing a humanitarian programme with the following activities :

  • Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities/injuries, distribution of assistive devices as required ;
  • Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals, rehabilitation centres and local NGOs) ;
  • Training on inclusion principles to other humanitarian actors and health workers ;
  • Provision of Risk Education to conflict affected communities on the risks and effects caused by mines and explosive remnants of war (ERW) ;
  • Clearance and destruction of ERW in post-conflict areas.

Job description

Line manager : Head of Mission
Funders : UNHCR, ECHO, OFDA, French Ministry of Foreign Affairs
Size of the team : 8 international, 65 national staff
Size of budget to be managed : 3.5M Euro (anticipated programme budget for 2019)
Number of persons under direct supervision : 2 national staff

Objectives of the position :

Contributing to the implementation of the programme strategy, the Administration Coordinator is expected to build, consolidate and strengthen administrative services across the programme and within each base (Tunis, Tripoli, Misrata and Benghazi). His/her responsibilities will be to ensure effective and optimised administrative services in support and coordination with the logistics and operations departments.

The main challenges of the post :

  • Building and retaining a strong, autonomous administration team ;
  • Remote management of national staff ;
  • Ensuring close coordination with HI’s Tunisia programme team.

General mission :

Under the responsibility of the Head of Mission, you will ensure sound administrative and financial management of the programme, whilst developing national staff capacity remotely and through field visits to Libya.

Main responsabilities :

  1. Manage the programme’s Financial resources.
  2. Manage the programme’s administrative team, define the contractual Framework and HR Policy of the programme and ensure implementation of HR processes (pay, social and training policies).
  3. Guarantee compliance with the programme’s administrative and legal Framework.

Specificities :

International staff are accommodated in a shared guest house/office with other expatriates and should expect isolated living conditions with movement restrictions and a curfew in place for each base. A small number of other expatriates from other NGOs are based in Tripoli and Misrata.

Profile sought :

Qualifications :

Post-graduate degree in Economics, Administration, Finance, Human Resource Management or similar fields.

Experience :

  • At least 5 years experience of leading an administration office within and NGO ;
  • Strong, demonstrable background in Financial management.

Skills :

  • Skills and experience in mentoring, training and capacity building of colleagues, working cross-culturally ;
  • Strong team management skills ;
  • Excellent communication and diplomacy skills ;
  • Strong writing and reporting skills ;
  • Fluency in oral and written English and French.

Personal qualities :

  • High level of autonomy and initiative ;
  • Excellent attention to detail ;
  • Strong interpersonal and intercultural skills ;
  • Ability to work under pressure ;
  • Ability to work in a tensed and volatile context with strict security measures.

Conditions :

  • Starting date: February 2019 ;
  • Length of the contract: 12 months ;
  • Salary from 2700 € (gross) / month regarding the experience of the candidate ;
  • Perdiem: 690 € (net) ;
  • Hardship allowance: 500 € (net) ;
  • Insurances: medical hearth coverage, retirement planning, repatriation ;
  • Paid holiday: 25 days per year ;
  • R&R : 5 days every 6 weeks ;
  • Status: unaccompanied position ;
  • Housing: collective housing fully covered by HI.
