Job context :

Uganda currently faces one of the fastest-growing refugee crises in the world. As of October 31st 2018, and following up the complete verification exercise, there were a total of 1,154,352 refugees and asylum seekers in Uganda from 13 countries hosted in nine districts located mainly in the northern, southern, and southwestern regions of the country.

In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion.

The Inclusive Education Project to be launched in January is targeting the West Nile refugee settlements areas in the districts of Arua, Yume and Moyo. Those 3 districts welcome 492,841 refugees (42.6% of the total refugees in Uganda). The project will support mainstream education actors, namely Save the Children, Finn Church Aid, Norwegian Refugee Council and Plan International to improve inclusion of children with disabilities within their Education Response in line with the Education Response Plan. The intervention covers the provision of specific services to children with disabilities (Comprehensive Rehabilitation, medical support) and the implementation of a set of activities to improve school stakeholders’ capacities to better include children with disabilities through training and provision of specific supports.

 

Your mission :

Under the management of the Field Coordinator, the main objective of the Inclusive Education Technical Advisor is to provide appropriate technical support to the project team and partners to improve inclusion of children with disabilities in Education services.

To reach this objective, his/her main responsibilities are :

  • Support the set-up of the project: design and inception ;
  • Ensure the quality implementation of the project strategic approaches ;
  • Ensure proper technical support to partner organisation ;
  • Provide relevant support to Education Response Coordination platforms ;
  • Reporting, Monitoring and Representation.

He/she also has a strong role to play in the education coordination structures :

  1. In supporting partners to build their capacities and develop strategies to better include children with disabilities ensuring multiplicative effects and stronger sustainable results; (a strong focus on building inclusive services within mainstream organisations)
  2. In supporting national Education coordination structures to develop strategies, policies, tools and guidelines promoting and facilitating inclusion of children with disabilities in the Education System.

The Inclusive Education Project is a one year project with opportunity to be pursued for two additional years. HI capacity to produce impact is central in this regard. The Inclusive Education Technical Advisor will ensure HI capacities to develop effectively, with the Project Manager, teams’ capacities, to assess opportunities, gaps and challenges and propose strong technically sound solutions and strategies responding to the needs.

Your profil :

  • You hold a Master Degree in Inclusive Education, Special Needs Education or Education sciences if relevant experience working with children with disabilities or an Allied Master Degree (OT, Psychology, Child development…) if relevant Education Experiences ;
  • You have 5 years’ experience in education in low income countries: project design and management, policy/strategy guidance… ;
  • You have previous experience in non-governmental organisation with particular focus on Education in Emergencies and experience working with persons with disabilities ;
  • You demonstrate ability to articulate technical input and communicate with impact ;
  • Strong capacity building, competencies transfer and coaching skills ;
  • English fluency both written and oral ;
  • Excellent team worker and particularly strong interpersonal and communication skills.

Characteristics of the position :

Arua is considered a relatively safe city, but with few options for entertainment, sports and health facilities. Arua is Level 1 security but basic safety precautions must be taken by individuals particularly at night. HI has a field office in the town and a guest house in the suburbs of Arua.  A sub-base in one of the refugee settlements – Omugo – has recently opened where field staff is located.

An expat can drive an HI vehicle provided they have valid driving licence and have resided in the country for a period of 2 months. Arua is 1 hour by flight from Entebbe or 8 hours by vehicle from Kampala. HI’s head office is currently located in Kampala city.

Conditions :

  • Starting date : January 2019
  • Length of the contract: 12 months

Employee :

  • Salary from 2031 € gross/month regarding the experience of the candidate ;
  • Perdiem : 450€ net/month ;
  • Hardship allowance : 250€ net/month ;
  • Insurances : medical hearth coverage, retirement planning, repatriation ;
  • Paid holiday : 25 days per year ;
  • R&R : Level 2 : 5 days every 3 months.
