HIAS recruits a Field Coordinator –  Goz Beida, Chad

Context :

HIAS seeks a Field Coordinator to oversee the day-to-day management of programs and operations in the Field office in the region of Eastern Chad, to include those HIAS program activities in the refugee camps, which fall within the operating area of the Field Office.  The Field Coordinator will lead the implementation, execution and monitoring of programs and projects of the assigned region according to organizational policies, guidelines as well as agreements and objectives established with partners. The Field Coordinator reports to the Director of Programs.

 

 

Responsibilities and Duties :

Management :

  • Directs and monitors the implementation and execution of programs and projects;
  • Contributes to the development of evidence-based community protection programs in line with HIAS’ refugee rights impact framework;
  • Preparation and monitoring of work plans and budgets;
  • Formulates and oversees the Field Office program budget;
  • Responsible for the overall maintenance of HIAS-managed facilities in the field office and offices within the camps;
  • Responsible for Safety and Security Implementation for Field Office and continued safety and security for all HIAS employees and assets in the region;
  • Maintain communications with the Program Director, Country Director and Finance and Administration Manager and provides regular reports on the program’s and financial progress and new developments;
  • Participate in the recruitment, performance assessments and training of staff;
  • Bring commitment and integrity to accomplishing HIAS’ mission and goals in this and other duties as assigned, and commit to personal and professional implementation of HIAS’ Core Values, Code of Conduct and all organization policies and procedures;
  • Creates and maintains a work environment that promotes teamwork, trust and mutual respect;
  • Establish, maintain and develop active and regular working relationship with other NGOs and partners and where necessary with local authorities;
  • Provides consistent leadership to the Field Office personnel through regular meetings, effective objective setting, delegation, and communication;
  • Trains HIAS employees on HIAS policies and procedures and industry best practices and ensures that personnel are well informed of any changes in programs, policies, and procedures.

Program Management and Implementation :

  • Develop/conduct counseling and community protection programs in assigned refugee camps, with consideration for the location, participants and goals outlined in project proposals;
  • Familiarize the refugee communities with psychosocial concepts, sexual and gender based violence prevention and response and the importance of addressing trauma while recovering from flight;
  • Initiate and sustain community center- based-activities targeting particular beneficiaries and that reinforce their resilience;
  • Address protection issues by facilitating peaceful co-existence both among refugee community members as well as between the refugees and the surrounding host communities;
  • Engage community mobilizers in the implementation of psychosocial and/or community protection activities for vulnerable refugee populations (e.g. children, youths, survivors of gender-based violence, women-at-risk, physically and mentally disabled, elderly, and other persons with specific needs);
  • Train partner agencies in the identification of refugees in need of intervention due to trauma and other vulnerabilities, and collaborate with these agencies to ensure they receive appropriate services through direct services by HIAS staff and/or referrals to partners;
  • Support Program Director and Country Director in the formulation of project proposals;
  • Ensure that services are offered in a professional and ethical manner;
  • Other duties, as assigned.

 

 

Qualifications :

  • Bachelor’s degree in related field. Specializations in community mobilization or conflict resolution desired;
  • Minimum of 5 years working experience in the NGO sector with at least 3 yearsof project management experience in a supervisory/management role in a refugee camp or similarly challenging environments.
  • Commitment to HIAS’ mission and values;
  • Excellent computer skills in all Microsoft office suite products (Word, Excel, PowerPoint, etc.); highly organized and detail-oriented with strong analytical and problem-solving abilities; capability to handle sensitive and confidential information;
  • Ability to work in a team and independently, take initiative, prioritize competing tasks and meet deadlines in a fast paced environment.         Strong communication and interpersonal skills;
  • Oral and written fluency in both written and spoken English and French is required; Arabic language skills helpful.
