HIAS seeks a Program Director to lead program management for HIAS Chad, overseeing the operations and implementation of HIAS’ psychosocial interventions, livelihood programs, and social services in 13 refugee camps in eastern Chad, providing essential supportive services to Darfuri refugees who have fled persecution and genocide to rebuild their lives in safety and dignity.

The Program Director is charged with overseeing the implementation of psychosocial, livelihood and community services programs for the prevention and response to sexual and gender-based violence (SGBV) and supervises the work of the third country national counselors, local psychosocial assistants and refugee community mobilizers. These staff members use both psychosocial, social work, and livelihood techniques to help the refugees adjust to their displacement, address mental health and psychosocial concerns, and begin rebuild their livelihoods (i.e. a means to earn a living). HIAS implements a flagship refugee community mobilizer program to identify and provide support to those who are vulnerable, including women and children who are targeted for sexual and gender-based violence and children who have trouble coping with the violence they’ve witnessed.

The Project Director will report to the Country Director and will be based in Ndjamena with frequent travel to program locations throughout eastern Chad. The post is unaccompanied and offered on an initial six-month basis-renewable according to mutual agreement. Essential Functions:

• Supervise the implementation of Community Services programs and other activities with consideration for the program location, participants and goals outlined.
• Reports to HIAS Headquarters on the program’s implementation and progress and identify needs.
• Manages staff needs and program budget requirements, in consultation with the Country Director.
• Revises current program models in consultation with HQ sector specialists and develop innovative implementation processes to enhance HIAS’ services to refugees to meet emerging needs, protects vulnerable refugees and promotes self-reliance among the refugees we serve.
• Supervises Field Coordinators (FCs) and give them support and direction through regular meetings, which will require frequent travel to all thirteen camps.
• Assumes Field Coordinator duties, as needed.
• Reviews camp activity reports, synthesize the information and draft the final monthly reports.
• Compiles a quarterly comprehensive report, including a work plan.
• Assists in the writing of grant proposals and funding reports for the program.
• Monitors and evaluates the impact of the program on the beneficiaries, including follow-up on individual cases.
• Coordinates capacity building trainings for refugees, staff and partner organizations.
• Networks with key stakeholders and ensure that the project is accurately and effectively represented to UNHCR, local and foreign government officials, and other stakeholders in eastern Chad.
• Ensures services are offered in a professional and ethical manner.
• Provides day-to-day support to project teams, including communicating and overseeing field team’s adherence to contract requirements and government regulations, including allowances, quarterly reports, and inventory reports.
• Monitors monthly costs using contract budget monitor, tracking contract expenditures against budget and total obligated funds
• Develops, tracks and monitors project work plans to ensure compliance with agreements; Identifies issues or potential risks for project implementation and make informed decisions on how to address the issues, communicating with the director and relevant HIAS HQ staff, including the Project Director and Technical Advisors.
• Performs other duties as assigned.

 

Qualifications and Requirements:

• Graduate degree in related field required; specializations in mental health, education counseling or conflict resolution desired.
• A minimum of 7 years of working experience preferably with an INGO or related field with 5 amount of years of management experience.
• Minimum of 3 years of project management experience, preferably in refugee camp or similarly challenging environments; relevant experience in the provision of emergency psychosocial care with individuals experiencing PTSD or survivors of SGBV a plus.
• Fluency in French and English is required (written and spoken); Arabic (written and spoken) language skills a plus.
• Excellent interpersonal, written and oral communication skills.
• Excellent organizational and problem-solving skills required.
• Flexibility to work in challenging conditions.
• Ability to travel within Chad and Internationally as required.
• Familiarity with the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings.
