Innovations for Poverty Action Côte d’Ivoire seeks a qualified Monitoring and Evaluation (M&E) Coordinator to provide overall management and technical leadership for the monitoring and evaluation of pilot projects in the themes of early childhood development, primary education and rural vocational training. The position is based in Abidjan and will report to the M&E Manager in Côte d’Ivoire, with technical oversight from IPA’s Right-Fit Evidence Unit.

In 2015, the Jacobs Foundation (JF) has launched the program Transforming Education in Cocoa Communities (TRECC) which aims to catalyze the interests of the private sector, the government and civil society organizations around the goal of ensuring inclusive and equitable quality education with lifelong learning opportunities for all. JF has decided to adopt a pilot-to-scale approach. JF and interested industry partners will jointly design different interventions and test them for 12-18 months, with clearly established parameters and commitments. Only pilot projects that will demonstrate tangible success will be scaled up.  The Right-Fit Evidence Unit at IPA is a new effort aimed at helping organizations build strong and tailored Monitoring, Evaluation and Learning (MEL) systems, which balance the need for information on impact with operational data to support management decisions.

In that context, IPA will provide M&E advice and capacity building to a set of 14 pilot projects,  and simultaneously conduct independent data collection as part of a process evaluation of those pilots. Ultimately, both these pieces of work will feed into IPA’s recommendations for scale-up of the pilot projects as part of the next phase of funding. The M&E Coordinator will be responsible for the capacity building part of this project, from designing robust M&E frameworks, advising pilot teams on collecting data of high quality, analyzing data and writing final reports.

This position is ideal for a bright, energetic and versatile individual, who has previous experience designing and implementing M&E strategies, excellent communication and stakeholder management skills and understanding of data management and analysis. This position provides a unique opportunity to independently lead a challenging and ambitious M&E program. A 2-year commitment is expected.


The M&E Coordinator will be supporting and guiding the M&E strategy of about 14 pilot projects on quality education focusing on Early Childhood Development (ECD), primary school and technical & vocational training, which will be implemented in cocoa communities by several implementing partners (IPs). The main objective is to support the design of the strategy and address overall M&E and learning needs of the projects. In addition, the Coordinator will play a lead role in the final evaluation of the pilots, using data from two complementary sources: data that the pilot IPs will collect via their own M&E system  (which the Coordinator will provide significant advice on); and data that IPA will directly collect (to be managed separately by the independent data collection team). The Coordinator will play a role in promoting key learnings for the main project stakeholders. The M&E Coordinator will perform a variety of tasks including, but not limited to:


  • Lead the technical support to the implementing partners, supporting them  to design and implement their pilots’ M&E systems and collect high quality administrative data to support the program learning
  • Contribute to the project deliverables, such as reports and financial statements to be submitted to donors and partners
  • Attend meetings with donors and partners to ensure success of both project specific and key IPA programmatic activities
  • Oversee a team of approximately 2 M&E assistants and a large number of short-term staff during data collection periods,
  • Track expenses and adhere to the project budget and IPA financial systems

In particular, the M&E Coordinator’s responsibilities will encompass four main areas:


  • Implement a consistent M&E framework, comprising broad guidelines, priorities and operational arrangements for all participating companies and implementing agencies, in line with IPA’s Right-Fit Evidence approach
  • Develop monitoring and evaluation tools and processes
  • Participate in and contribute together with the companies to designing a M&E framework for the evaluation of their pilot that fits into the broader strategy

Technical support for IPs M&E systems

  • Provide technical support to IPs to design and implement their projects M&E systems of improving data quality and incorporating feedback system to inform the implementation of the interventions on an ongoing basis
  • Provide technical support through training and other on-site support
  • Supervise administrative data collection and ensure quality of the data by random verifications trough spot check and provide feedback to partners
  • Assist IPs in developing and filling out adequate report templates
  • Support partners in improving learning and sharing mechanisms in their projects

Independent Data collection

  • The Independent Data collection will be conducted separately by a parallel team within IPA. However, the Coordinator will still be expected to support this team, particularly in regard to qualitative data collection and to to ensure coherence across all pilots and inform the conclusion on pilots’ performance
  • With technical oversight from the Right-Fit Evidence team, manage several qualitative data collection rounds, including methodology preparation, sample selection and staff training
  • Coordinate with IPs for their inputs on the indicators being measured
  • Work collaboratively with the different partners for strengthening integration and cross-learning in organizations

Analysis and recommendations

  • Based on findings from these two sources of monitoring data, critically think about pilot-specific results and tailor the evaluation framework to facilitate recommendations about the future of pilot projects, with oversight from the Right-Fit Evidence unit
  • Document best practices and ensure facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation
  • Contribute to deliverables including progress reports, final report and presentations
  • Present the results to relevant stakeholder and support the activities of dissemination as requested by the M&E Manager


Required Qualifications

  • Master’s degree in related field such as development economics, public policy, public health, education policy or social sciences
  • 3-5 years of experience in development, with experience in monitoring and evaluation preferred, including the development and implementation of M&E frameworks, strengthening of existing systems, training and capacity building
  • Experience in the development of M&E tools to monitor performance, including sampling and questionnaire design
  • Experience supervising quantitative and qualitative data collection, teams of field workers and survey implementation, including electronic data collection
  • Strong proficiency in Excel for data management and analysis
  • Ability to present information in a structured and insightful way, both in writing and orally
  • Self-starter, entrepreneurial mindset, versatility and willingness to learn.
  • Experience working in developing countries, and preferably in Africa
  • Passion for making data-driven decision making a reality in the development sector
  • Openness to change and ability to manage complex and fast-changing plans
  • Superior time management and multi-tasking skills
  • Complete fluency in English and French is required



  • Flexible and proactive work ethic with a demonstrated interest in the vision and mission of IPA
  • Familiarity with SurveyCTO, Open Data Kit or similar survey software
  • Ability to use Stata and Nvivo
  • Understanding of causal inference and RCTs strongly preferred
  • Experience in the sectors of early childhood development, primary education and/or rural vocational training, is preferred
  • A desire to commit to this position for two years
