By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps has experience with implementing mental health and psychosocial support (MHPSS) programming in Cameroon since 2009. International Medical Corps has been successfully implementing a MHPSS programming in Minawao camp with support from UNHCR since November 2014 addressing the mental health and psychosocial needs of Nigerian refugees residing in Minawao camp in Mokolo Health District, many of whom have been impacted by the conflict, subsequent forced displacement resulting in multiple losses, and the challenging living conditions in the refugee camp. The MHPSS program includes identification, pharmacological and psychosocial management of mental health conditions. The most encountered mental health condition during routine consultation includes epilepsy (50,8%), psychotic disorders (20,8%), severe emotional disorders (15,6%), and other psycho social complaint (5%).

This refugee population has multiple and complex needs and requires a comprehensive mental health service. A main challenge is the lack of mental health and psychosocial services in Far North (Health District of Mokolo) and in East (Health Districts: Kette, Batouri, Garoua Boulai and Ndelele).

With funding from PRM and in accordance with WHO recommendations, IASC and IMC MHPSS Quality standards for MHPSS in emergency settings, IMC will support following activities: capacity building of primary healthcare providers in the identification and management of priority mental health conditions. In doing so, IMC will support the MoH in its effort to integrate mental health services into primary health care centers which has proven to be cost effective, resulting in services that are more accessible and reduce stigma.

The MHPSS specialist will be a focal point for IMC MHPSS program in Cameroon. He/She will work closely with the MoH counterpart in developing or adapting existing modules and facilitating trainings and post trainings supervision and monitoring activities both in Far North and in East regions. Also, the incumbent will provide mental health and psychosocial support services along with health staff as needed, he/she will be travelling frequently (60% of time) in between both regions in order to provide practical support. The MHPSS Specialist will work closely with the IMC MHPSS HQ Advisor in planning and guidance for all MHPSS activities, trainings, and program design.


Program Planning

  • Weekly meeting with MHPSS HQ Advisor
  • Identify and train local mental health officers and refugee staff/volunteers in community outreach, mental health case management, follow-up and mental health promotion
  • Support collection and reporting of mental health project data including documentation for reporting and patient outcomes (e.g. functioning, satisfaction with services)
  • Assist with the development of new proposals
  • Program Implementation and Capacity Development
  • Identify and reinforce existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities
  • Define a reference path between different services (Health, Child Protection, GBV) and within the framework of the MHPSS program
  • Provide training on pharmacological and non-pharmacological management of priority mental health condition to general health staff in line with WHO mhGAP Intervention Guidelines in coordination with MoH counterpart
  • Review all relevant client diagnosis and care plans; Conduct consultations for cases referred by the psychiatric nurse
  • Engage trained staff and volunteers in on the job mentoring and supervision Ensure completion and analysis of pre post knowledge tests and on the job supervision checklists.
  • Provide training in other MHPSS topics as appropriate, depending on identified needs (e.g. key aspects of psychological first aid and relevant aspects of IASC guidelines) to IMC and staff from other agencies
  • Implement the project in line with IMC and global MHPSS standards and guidelines and closely coordinate with IMCs Health Technical Unit Global Mental Health Advisor for development and review of training materials and reports.
  • Contribute to information-sharing and data management systems
  • Maintain flexibility to take on added responsibility as and when needed
  • Coordination
  • Actively lead or participate in coordination mechanisms in the area (e.g. Health, general coordination, potential MHPSS coordination group) and advocate for principles of IASC MHPSS guidelines.
  • Liaise with MoH counterpart and work on MHPSS curriculum and training modules
  • Represent IMC in MHPSS related meetings and coordination groups.
  • Ensure maximum visibility of IMC and relevant donors amongst the UN and NGO community
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
  • Human Resources Management
  • Assist in the selection, training and support of qualified program staff
  • Assess MHPSS training needs and design training plan for program staff
  • Supervise and mentor the MHPSS staff (psychiatric nurse and the clinical psychologist)
  • Develop support strategies for staff and establish principles of self-care
  • Financial Management
  • Review work, spending and procurement plans in line with IMC’s financial pipelines
  • Ensure compliance with donor financial regulations
  • Security
  • Ensure compliance with security protocols and policies
  • Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and incentive workers or volunteer


Qualifications (Indicate Degree/Certificates required)

  1. Hold a degree in medicine with specialization in psychiatry and hold up to date license/registration to practice
  2. Has a minimum 3 years clinical experience in a hospital and / or community based mental health, preferably in humanitarian/low resource settings
