Essential Job Duties/Scope of Work :

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training, relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

 

Background :

International Medical Corps interventions in the Central African Republic consist of the provision emergency Health, and Nutrition Care services, as well as emergency Protection assistance in response to gender-based violence perpetrated against Internally Displaced People and vulnerable host communities, affected by conflict. While providing basic primary health care services to the beneficiaries, International Medical Corps also focuses on capacity building of existing human resources, in order to deliver and take ownership of health, nutrition and protection programs implemented by International Medical Corps, thus assuring the sustainability of the health program for the coming years.

International Medical Corps, with the support of OFDA, DFID and ECHO, acts as a first responder to the CAR humanitarian crisis in Ouaka, Vakaga and Haute-Kotto Provinces. International Medical Corps has also extended its partnership with the EC, through the Bekou Trust Fund, to carry out a multi-year project; The CAR Health System Strengthening Project. International Medical in partnership with 3 other agencies has applied for funding from USAID/OFDA to strengthen risk communication and community engagement aspects of the overall COVID-19 response in CAR.

 

Job purpose :

The Consortium Finance Manager will be responsible for reviewing financial reports from the various consortium members. The Manager will be responsible to ensure consistent application of relevant finance and operations policies and procedures to ensure effective program implementation as well as compliance with relevant donor regulations. The Consortium Finance Manager will work closely with the Consortium Program Manager, and the Finance and Administrative staff of other consortium members.

 

Main responsibilities :

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive :

1. Financial Systems Operations :

  • Ensure that sub-grant related processes and procedures are consistently implemented throughout the program including pre-award compliance checks, agreements, disbursements, reporting, timelines and partner capacity-building ;
  • Closely monitor all financial activities, and keep the consortium management team advised of all situations which have the potential for a negative impact on internal controls or financial management performance.

2. Financial Control :

  • Ensure that donor compliance is adhered by all consortium member partners; that all financial records and accounts are compiled in time, accurately and in line with international accounting standards and donor regulations ;
  • Carry out continuous Review of existing review existing systems on an on-going basis in order to maintain an adequate level of internal controls, in compliance with partner policies and procedures ;
  • Carry out regular checks for compliance with partners reporting to the Consortium Program Manager and Finance Director.

3. Financial Reporting :

  • Preparation of monthly budget versus actual reports (pipelines) for country management team to ensure that they can monitor the budget utilization and take appropriate action on any significant variances ;
  • Review financial reports and transactions provided by the partner on a timely basis, and provide feedback to partners as required.

4. Staff Management & Capacity Building : Where necessary rain and develop the capacity of the partners’ finance team to ensure that a good standard of financial management is maintained.

5. Undertake other related duties as may reasonably be assigned by the Finance Director, Consortium Program Manager or Country Director.

Qualifications :

Qualifications :  A minimum of a college or university degree in Accounting or Business Administration.

Experience :

  • Miinimum 4-5 years’ managerial experience in a non-profit organization or equivalent experience, training and education ;
  • Experience in a similar position, ideally in a lead agency consortium ;
  • Comprehensive knowledge and working experience on projects funded by major donors particularly with USAID /OFDA. Experience with other donors is an advantage ;
  • Experience in developing staff technical and management capacities ;
  • Experience in managing finance/compliance for complex grants in sensitive settings ;
  • Familiarity with broader systems development including procurement, logistics, HR and IT ;
  • Extensive experience in working with computerized accounting systems ;
  • Excellent writing and presentation skills.

Competency :

  • Proven capabilities in leadership required ;
  • Strong negotiation, interpersonal and organization skills in a multicultural environment ;
  • Ability to work with minimum supervision under strict deadlines ;
  • Strong cultural sensitivity, ability to work in insecure environment and cope with stress ;
  • Strong organizational skills and the capacity to analyse and prioritize

Languages : Fluency in French and English is essential
