Job Description :

The Economic Recovery and Development (ERD) Manager will be responsible for the provision of coordination and support to the livelihood team as well as developing strategies for program implementation in Nairobi County. He/she will lead the project team in the planning, design, implementation, supervision, and potential expansion/development and administration of Livelihood activities and interventions. He/she will be in-charge of the day to day running of the IRC-Led Livelihood Resource Center, distributed livelihood resource center and the mobile resource center.

He/she will work under the direct supervision of the ERD & Livelihoods Coordinator while maintaining working relationships with the other leadership team within the ERD and livelihood programs, and oversee the activities of protection and client responsiveness units in the urban program.

 

Major Responsibilities :

The position holder will carry out the following duties and responsibilities :

  • High quality technical leadership and oversight for the program including prioritizing training opportunities for program teams ;
  • Identify and establish key partnerships for Vocational Trainings and private sector for apprenticeship and employment ;
  • Coordinate the team to achieve the key deliverables and outcomes for the BILLY project ;
  • With the support of the ERD coordinator, prepare spending plans, procurement plans and work plans for the project to ensure that the project implementation remains on track while maintaining quality ;
  • Harmonize development of livelihood project strategic plans, annual and quarterly work plans, and overall  ;
  • management of the program in line with donor guidelines to achieve set objectives ;
  • Lead program administration, operations, implementation, and fiscal management to ensure financial activity aligns with budget allocations, internal policies, and donor regulations ;
  • Provide effective coordination among project partners, local government and authorities, community and private sector partners, INGOs, CBOs and other key partners ;
  • Work with M&E team to develop strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation ;
  • Maintain up to date program information ;
  • Work with grants team to ensure compliance with grants regulations, procedures and IRC donor and partner guidelines including reporting ;
  • Where authorized, represent IRC in meetings that involve partners and key stakeholders, maintain positive relationships with local government and authorities, and the IRC management team ;
  • Institute effective communication and coordination with other technical leads and personnel from all other departments ;
  • Organize quarterly field monitoring visits, document and share methodologies with partners and with the management for replication ;
  • Support the Impact research activities of the project ;
  • Identify and effectively handle all key risks related to the program, including compliance with donor transparency and due diligence requirements ;
  • Organize periodic meetings and provide periodic program updates that include raising red flags through ad-hoc meetings for ERD leadership and SMT to address ;
  • Ensure quality information management through monthly BVA meetings and updating of internal IRC  ;
  • Documentation and grant management tools, including coordination and preparation of documents and files for audits in liaison with finance team.

Financial Management :

  • Lead the development of realistic budgets for the BILLY project for both short-term and the long-term and identify the areas which require course correction
  • Review budgets and expenditures and advice the projects coordinator and DPP accordingly.

Staff Management and Development :

  • Conduct capacity/training needs assessment and identify areas for further capacity development in line with the project needs ;
  • Ensure gender mainstreaming and conflict sensitive programming within the project and monitoring of interventions addressing gender and conflict issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that IRC’s program is an opportunity for peace making, rather than community division ;
  • Ensure effective frequent communication and feedback with the team ;
  • Develop the capacity of the BILLY staff in line with identified gaps and strategic areas.

Program Quality and Impact Evaluation :

  • Take an active and hands on role in assessing impact and changing trends, advising on appropriate interventions and implementation where necessary and regularly review these against forecasts and action plans to enable integrated planning ;
  • Learn the new impact evaluation methodologies and consider the application of these methodologies in BILLY Project.

Working Environment :

  • The position will be located at the Resource Center in Pangani with frequent visits to all other program sites within Nairobi
  • He/she will upon request attend to meeting or other functions at the IRC’s Main office.

 

Qualifications :

  • A Minimum of 5 years’ experience working with non-governmental /INGO coupled with direct experience running Livelihoods programs for refugees ;
  • Ability to handle projects, that include project design, knowledge in proposal development, budget preparation, expenditure tracking, monitoring and evaluation, and reporting ;
  • Previous experience in similar management position ; managing budgets and stakeholder relationships, motivating and supervising team efforts in complex and demanding environments; including playing a meaningful role in, or leading, report writing and submissions for institutional donors ;
  • Dedication to expansive programming that supports full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status ;
  • Ensure that the livelihoods projects are align to the contextual dynamics and the sector Strategic Action Plans ;
  • Proven experience exploring, handling and strengthening partnerships with a focus on private sector partnerships, Local NGOs and Government ;
  • Excellent analytical and interpersonal skills – creative thinker ;
  • Experience developing and leading trainings, workshops, evaluations, etc ;
  • Ability to build a team environment and coordinate with other departments good at time management, prioritization of tasks and responding effectively to requests ;
  • Excellent communication (English) and Swahili, interpersonal and problem solving and decision-making skills ;
  • Excellent computer skills such as MS Word, Excel, PowerPoint ;
  • Experience with donor reporting ;
  • Shown experience handling budgets and tracking expenditure ;
  • Experience working with refugees ;
  • Experience in working in a multicultural setup.
Education :

At least a BA/BSC, preferably a master’s degree, International relations, Economics, Business Administration, Development studies, International Development or a related field.
