Job Description :

Scope of work: The M&E Manager – Accountability will take the lead in making sure IRC Myanmar’s programs are informed by and respond to the preferences, aspirations, and expectations of the people we work to serve, in line with IRC’s Client Voice and Choice initiative. The objectives of the role are as follows :

  • Ensure that IRC Myanmar’s projects are designed and run to take into account the needs and preferences of the people we serve, including gender considerations.
  • Collaborate with program teams and IRC partners to identify and build the required capacity and capabilities to implement accountability mechanisms.
  • Create and implement a sustainable culture of accountability to beneficiaries among all IRC Myanmar staff.

The M&E Manager – Accountability is a member of IRC Myanmar’s core M&E Unit, which provides M&E technical support to program teams and project-based M&E staff in line with identified needs across the program portfolio.

 

Responsibilities : Strengthening accountability

At the country level :

  • Continue to roll out and refine as needed the accountability systems including client feedback mechanisms in all sectors and project locations ;
  • Collaborate with the MA&L Coordinator to continue to improve and update country Accountability Strategy, including corresponding awareness campaign ;
  • Train IRC staff on basic humanitarian accountability principles, and on IRC’s accountability framework as it is developed; work with HR teams to incorporate basic accountability principles into staff inductions ;
  • Identify additional country-level capacity gaps around accountability and client responsiveness and provide training where appropriate ;
  • Work with program teams to develop common tools and approaches for listening to and responding to beneficiaries, ensuring gender considerations are embedded in the process, building on previous best practices and experiences from both within IRC Myanmar and other organizations ;
  • Work with program teams and technical coordinators to ensure that information from program-level accountability mechanisms is fed upwards to inform senior management teams. Advise sector leads and SMT on how to best disseminate the feedback and findings to relevant stakeholders ;
  • Work with technical coordinators to incorporate gender analysis into program development and implementation.

At the program level :

  • Conduct feedback reviews of all projects and develop plans to strengthen existing project feedback mechanisms ;
  • During program design and start-up, work with program teams during M&E planning meetings to identify processes to effectively collect, use, and respond to beneficiary feedback, taking into account the operating context, resources available and the required capacity and capabilities, and ensuring gender considerations are sufficiently explored and incorporated ;
  • At start-up and during implementation, support program teams in developing and implementing these accountability processes ;
  • At start-up and during implementation, support program teams in developing culturally appropriate messaging and strategies to publicize available feedback mechanisms, and to ensure clients receive adequate information about how IRC is responding to their feedback ;
  • During implementation and at close-out, work with program teams to ensure that information from accountability and gender analysis processes is analyzed and fed into and informs program decision-making processes and lesson-learning, e.g. through regular program review meetings ;
  • Ensure that all programs incorporate findings from gender analysis.

Emergency response :

  • Support the Country Emergency Team in setting up and running accountability systems during emergency responses ;
  • Contribute to needs assessments and Real Time Evaluations on emergency responses, ensuring that beneficiary perspectives are adequately represented.

As a member of the M&E Unit :

  • Act as M&E technical focal point for additional identified projects throughout their life cycle, both remotelyand in the field (projects assigned by the Senior M&E Manager in accordance with candidate/project needs, capacity and workload) ;
  • Support large or complex assessment/evaluation activities as required ;
  • Support implementation of rapid needs assessments in the event of emergencies ;
  • Manage information at the program or country level – compile, clean and analyse large datasets such as national health information management systems ;
  • Provide cross-program training on key M&E tools and techniques ;
  • Translate tools and standard operating procedures from English to Myanmar ;
  • Other duties as identified in collaboration with the Senior M&E Manager.

 

Qualifications :

  • BA or equivalent degree in social science, public health or related fields ;
  • At least 3-5 years of experience working on programs in a humanitarian UN/INGOs/LNGO context ;
  • Experience working with vulnerable, disempowered and marginalized groups ;
  • Demonstrated high level skills in program accountability and M&E ;
  • Experience and skills in capacity building and mentoring program teams ;
  • Demonstrated and experience in managing and analyzing qualitative and quantitative data ;
  • Experience in design, implementation and analysis of assessments and surveys ;
  • Fluent written and verbal Myanmar and English ;
  • Excellent command of MS-Office software applications (Word, Excel, Access, Outlook and Power Point) ;
  • Ability to work under stressful conditions while maintaining perspective and a sense of humor ;
  • Willing to travel extensively to programs implementing hard to reach rural areas ;
  • Ability to work well under pressure, long work hours, and high workload ;
  • Ability to independently organize work and prioritize tasks.Self-motivated, honest, highly responsible, and punctual ;
  • Ability to work both independently and as part of a team.
