Job Description


The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH and health reaching out to more than 200,000 conflict and drought affected people.
Scope of Work 

The WPE Response Officer will work to ensure improved quality of health and psychosocial support for survivors, support local partner, support development of a functional referral networks that enhance survivors’ ability to receive confidential, safe, and timely services that meets their needs in a timely manner, including supervision and capacity building of Case Workers, local partner staff, GBV partners, GBV coordination with other partners, and empowerment activities with women and girls.

She/he will oversee Case management and psychosocial support services provided to survivors of gender-based violence and women and girls in general, including training and supervision of Case Workers to provide appropriate response services to GBV survivors and development, implementation of basic psychosocial support activities for women and girls at the safe spaces and local partner support.

Specific Responsibilities :

The responsibilities of the WPE Response Officer include but are not limited to the following:
Main Duties :
Implementation/Service provision
  • Support senior Manager in program development and relations with local partners and stakeholders ;
  • Whenever applicable, provide direct support and care for adult survivors of GBV and age-appropriate specialized support and care for adolescent, male and girl child survivors of GBV, including counselling and case management. Case management services will include:
  1. Assessment of needs of clients ;
  2. Developing an action plan with clients ;
  3. Implementing the plan/helping clients to access services ;
  4. Follow up with the clients ;
  5. Case closure (if and when appropriate).
  • Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services ;
  • Establish a hotline and proper management to ensure that survivors from more rural and underserved areas can access information about service provision and that action can be taken to facilitate their ability to receive services in a timely fashion ;
  • Ensure proper documentation of reported GBV incidences through utilization of GBV IMS case intake, action, follow up and other case management forms appropriately ;
  • Ensure all documentations on reported cases and referrals made are updated, accurate, organized and well maintained by case workers ;
  • Work with stakeholders to develop and strengthen referral networks and monitor the implementation of the referral pathway to improve survivors access to confidential, safe GBV services in a timely manner to meet their needs ;
  • Work with organizations/actors providing services to GBV survivors, including Clinical Care and protection actors to ensure adherence to GBV guiding principles and the provision of survivor centered care (respect wishes, decisions of survivors) ;
  • In consultations with women and girls, develop and support local partner to implement a series of age-appropriate and group emotional and social support activities for women and girls, with an emphasis on meeting the needs of survivors of GBV and strengthening support networks among women and girls ;
  • In consultations with prevention team, develop and implement/ share monthly outreach plan and GBV key messages/issues based on case trends to disseminate information on services available and referral pathways


Training and Mentorship

  • Provide/facilitate response -related trainings with local partner, IRC staff, GBV partner staff including but not limited to CCSAS, Case management and psychosocial support, GBVIMS and mentoring to Case Workers/local partners on a daily/weekly basis as applicable ;
  • Conduct weekly case review and consultation sessions with case workers, including trainings and mentorships on a regular basis to improve skills and capacity to provide services ;
  • Provide/facilitate GBV trainings for all relevant community actors, including psychosocial First Aid Volunteers, Community leaders, women groups, other informal and formal community structures, and any other identified groups on GBV topics, including but not limited to: GBV basic concepts &referral pathways, guiding principles, sexual exploitation and abuse FGM, CEFM etc ;
  • In collaboration with the Manager, facilitate other GBV response capacity building trainings for referral pathway actors, including:
  1. Caring for Child Survivors ;
  2. GBV referral protocols/principles ;
  3. Guiding principles for working with GBV survivors ;
  4. Clinical Care of Sexual Assault Survivors.

Coordination, Relationship Building and Advocacy

  • Support Case workers and local partner in all response related aspects, not limited to training, sub-agreements, implementation, reporting, mentoring, supervision, monitoring and evaluation throughout implementation process ;
  • Support adherence to GBV referral protocols and guiding principles for working with survivors ;
  • Assess gaps in GBV prevention and response services, make recommendations/suggestions for improvements to the supervisor and develop, in consultation with the team and Manager, strategies to address the gaps ;
  • Develop and maintain positive coordination and relationships with IRC local partner/other GBV partners and promote inter sectoral collaboration with other IRC sector staff ;
  • Facilitate and co- lead the recently formed Dhusamareb GBV WG, develop referral pathway and SOPs or other GBV related meetings to improve service provision to survivors and strengthen response by different actors and sectors to mitigate risks of GBV for women and girls ;
  • Participate in GBV related assessments, including any inter agency assessments where necessary ;
  • Contribute to a positive team spirit among all IRC staff.

Monitoring & Reporting :

  • Prepare and submit weekly & monthly reports as required and incorporate supervisors’ feedback in a timely manner, including information related to survivor non-identifying data, treatment provided, follow up visits, drugs availability, referrals to other service providers and awareness activities conducted etc.
  • Participate in the development of procurement and spending plans and work plans to ensure the successful implementation of programs
  • Ensure supplies/resources for counselling spaces, women centres and other program activities are requested on a timely manner for timely implementation of program activities including manage/prepare contingency program stock supplies where necessary.
  • Monitor and track utilization of program supplies and resources to ensure efficient use of available resources.
  • Ensure tracking of key program indicators and progress through utilization of the M&E data collection and indicator tracking tools.

Human Resources, Logistics & Finance :

  • Adhere to IRC Somalia Country Program policies and procedures ;
  • Ensure that all relevant financial documentation is completed accurately as required by IRC finance policy ;
  • Ensure logistics for trainings and other program activities are organized in accordance with IRC logistics policy and requirements ;

  • Adherence to the IRC code of conduct (IRC WAY) that ensures transparency, services and accountability to beneficiaries and reports any abuse of beneficiaries by other IRC staff, including sexual exploitation and abuse in accordance with the IRC reporting procedures. Perform any other duties as required by the supervisor from time to time ;
  • Adherence to the IRC security policy.


Education :
  • Diploma/Certificate in Social Work/Social Sciences/Counselling/psychology/ health or other related field preferred. Degree in similar fields would be an added advantage.
Skills and Experience :
  • Counselling and experience/ working with women and girls in the direct provision of counselling and psychosocial support to survivors of gender based violence with a reputable organization or local women organisations/groups, including experience counselling survivors of abuse or violence ;
  •  Excellent listening and observation skills, including ability to create trust, support, respect and interact with survivors of all ages, background and diversity ;
  • 1-2 years’ experience in the direct provision of counselling and psychosocial support to survivors of gender based violence, including child survivors preferred and an added advantage but not a must. Good facilitation skills and experience required ;
  • Clear understanding, including demonstrated positive attitudes on gender inequality, and issues surrounding violence against women and girls STRONGLY preferred ;
  • Ability to maintain confidentiality and respect for clients at all times is essential ;
  • Ability to lead, train, supervises, facilitates and motivates other GBV staff and local partners in their respective tasks in a professional, respectful and supportive manner ;
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. Ability to work as a member of a team essential ;
  • Ability to communicate in English local dialects spoken in Somalia ;
  • Ability to write reports in English would be an added advantage ;
  • Basic knowledge of computer skills are helpful (word, excel, email etc) and a plus.
