General context of the project

2018 with a protection monitoring program aimed to respond urgent needs and to provide life-saving assistance and emergency relief to IDPs affected by on-going crisis.
Since the end of 2017, security incidents have increased: targeted assassinations or abductions of state officials and security and defense forces and retaliation by security and defense forces. Civilians have been severely affected by the deteriorating violence. The escalation of tension and hostilities between non-state armed groups and defense and security forces triggered major humanitarian needs across the region, linked to significant internal displacement.
Provision of Emergency Shelter and Non Food Items project, developed under specific needs of IDPs, returnees and Host Communities context, will provide lifesaving emergency shelter and NFIs support through both core pipeline and cash voucher interventions in response to the on-going crisis and meet the needs of children, women and vulnerable groups in Buea. The SNFIs Project Manager will, under direct supervision of the SNFIs Coordinator, be in charge of the implementation of the project based on assessed needs and verifications, through mobile Emergency Response Teams and coordinating with S/NFI Cluster.

 

General purpose of the position

  • The general purpose of this position is to be in-charge of the implementation, supervision and follow up of the Emergency Shelter and Non Food Items project in Buea ;
  • The S/NFIs Project Manager, based in Buea is responsible for overall management of project activities at all phases of the project ;
  • The Project Manager will also be responsible for achieving project objectives and will coordinate with the project team ;
  • The Project Manager, under overall supervision of SNFIs Coordinator, will be in charge of project management and coordination with Shelter/NFI Cluster, while supporting Shelter-NFI response (assessment, verification, registration and distribution).

 

Main responsibilities and tasks

Program Management

  • Be responsible for implementation of the on-going Emergency shelter and Non Food Items project according to the signed Agreement and further modification approved by the donor ;
  • The PM will ensure that the project is completed within set time, budget and set quality ;
  • Provide detailed, accurate and timely weekly reports to supervisor on activities, challenges and areas in need of improvement including operational data ;
  • Be responsible for assessments, projects design, reports (final and interim) preparations for institutional and public funding ;
  • Be responsible of the preparation of all the accounting documents, including tender and procurement for intermediate and final financial reports required by donors ;
  • Ensure constant communication with project staff and partners to identify potential problems, formulate recommendations and solutions and report ;
  • Conduct regular monitoring visits to the field, to follow-up on project activities and ensure community participation in the activities and lead and develop report of Post Distribution Monitoring ;
  • Maintain daily relationship with the Donors whereas strategic opportunity can arise ;
  • In charge of preparing and submission of timely report to donor, interim and final ;
  • In charge of prepare regularly internal monitoring update (PAT) of the project.

 

Capacity Strengthening

  • Provide on job training, mentorship and guidance to SNFIs staff, to ensure Emergency shelter and Non Food Items programming meets best practice, Sphere standards and prioritizes the accountability to affected population ;
  • Provide technical support for the expansion of SNFIs program and development of country level strategies.

 

Coordination & Advocacy

  • Ensure participation in National Cluster meetings, Operational Working Group meetings, Cash Based Intervention working group meetings and other coordination meetings led by OCHA and other relevant agencies ;
  • Ensure robust and efficient coordination with other sectors agencies, mainly Protection, Health and UNCOHA ;
  • Ensure a steady and active representation of INTERSOS at cluster level as well in all the other, significant meetings (i.e. coordination among SNFIs partners).

 

Security

  • Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information ;
  • Responsible to put in place appropriate security and prevention measured during distribution ;
  • Provide timely incident report to Head of Mission and UNHCR if needed.

 

Education

  • Hold a Master Degree in social science or any related field (unless compensated with 5 years of relevant work experience).

 

Professional Experience

  • Demonstrated minimum 2 years experience in the implentation of projects in emergency context (distribution od NFI et Shelter) ;
  • Prior work experience with INTERSOS is desirable

 

Languages

  • Fluent English skills (written, spoken and reading) ;
  • Good knowledge of French is compulsory.

 

Professional Requirements

  • Good knowledge of security management in humanitarian contexts ;
  • Prior experience in context with volatile security ;
  • Prior experience with negotiation for humanitarian access ;
  • Communication skills vis-á-vis donors and local governmental authorities ;
  • Budget management ;
  • Excellent computer skills (proven computer literacy, in particular Excel)
