General context of the project

INTERSOS is an independent humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people.

 

General purpose of the position

The Area HR Coordinator, under the supervision of the HR Director, is responsible for the whole HR Management of the Area assigned.

He/she is the trait-d’union between the HQ HR Department and the missions of the Area.

He/she is the guarantor of the coherence and quality of the HR response to operational needs whilst respecting the contextual specificities of each missions of the Area.

He/she is the guarantor of INTERSOS HR vision pertaining INTERSOS as a responsible employer, by ensuring the correct implementation of all INTERSOS Policies.

He/she actively participates in the decision-making process in relation to the HR strategy in the missions of the Area.

 

Main responsibilities and tasks

HR Management

  • Guarantees the quality of the content of each Staff Request submitted in the missions of the Area
  • Ensures that the recruitment of expatriates matches the needs of the missions of the Area
  • Liaises with the Pool Manager to make sure that expatriates attend the Induction process before being deployed
  • Supervises and support HR Coordinators in the HR management of expatriate staff
  • Ensures regular follow-up in with expatriate staff during the mission
  • Liaises with HR Coordinators and Pool Manager to guarantee the debriefing of expatriates at the end of the mission
  • Coordinates with the staff of the missions and the Deployment Officer to guarantee that the resource is deployed according to the needs of the mission
  • Supervises and supports the HR Coordinators in managing the performance review process of international and national staff
  • Provides the Pool Manager with clear and precise information about the performance of expatriates in order to develop their competences and support the development of their skills
  • Supervises and supports the HR Coordinators in identifying the key-national resources to expatriate in other INTERSOS missions
  • In collaboration with HR Coordinators, he/she contributes to conflict-management

 

Technical supervision

  • Is responsible for the technical supervision of HR Coordinators and HR Managers
  • Guides and provides counselling to HR Coordinators for the elaboration and annual revision of HR strategy according to needs of each specific mission;
  • Supervises and supports the HR Coordinator in reviewing the HR sizing of the mission according to budget and needs
  • Supervises the HR Coordinator in ensuring the coherency of the HR budget of the projects in each mission
  • Supports the Head of Mission in setting the HR Dept at national level in an efficient way
  • Ensures the coherence and quality of HR administration and management
  • Follows regularly the legal and judicial situation of each mission of the Area according to national law of each Country
  • Monitors the HR Coordinators in order to ensure an optimal management of HR information tools (IMP, IRP etc.)
  • Analyses HR Coordinators’ competences and collaborates with the Pool Manager in order to ensure the development of their skills

Profil recherché

Education

Preferable degree in HR management, International Relations or administration related studies.

 

Professional Experience

  • Mandatory previous working experience of at least two years in relevant and similar jobs in the field.
  • Previous experience in Western and Central Africa is considered an asset.
