Invitation for Expression of Interest

This invitation for expression of interest follows the General Procurement Notice (GPN) for this project which was published in the UN Development Business (UNDB online) and the African Development Bank’s Internet Website (www.afdb.org) on 30th November, 2017 and on the African Development Bank Group’s Internet Website.

The Government of United Republic of Tanzania has received financing from the African Development Bank towards the cost of the Institutional Support Project for Domestic Resource Mobilization and Natural Resource Governance (ISP-DRM-NRG), and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for a Study on Analyzing the Macro-Economic Impact of Oil and Natural Gas.

The Tanzania Petroleum Development Corporation (TPDC) on behalf of the Energy and Water Utilities Regulatory Authority (EWURA) as beneficiary now invites eligible individual consultant to indicate interest in providing the services which include but not limited to the following tasks:

  • To analyze natural gas contribution in economic growth (GDP);

(ii)      To analyze the implications of natural gas on country’s fiscal policy;

  • To analyze the impact of natural gas business on the rate of foreign exchange;
  • To study the estimated oil and natural gas industry’s total impact on labor income; and study jobs directly or indirectly in the industry supported by those in the industry;
  • To estimate the direct, indirect and induced economic impacts on employment, value added and labor income;
  • To determine the impacts of the oil and gas industry are felt throughout the economy. The study should separate the impact between operations and capital investment;
  • To study its impact in services, wholesale and retail trade, finance/insurance/real estate/ leasing, manufacturing and transportation; and
  • To analyze the domestic and regional social-economic impacts of natural gas business (current and future projections);
  • Supply the economic model to establish the saved forex due to the use of natural gas in power generation and industries instead of oil for the period of 2004-2017

The time line for the consultancy works is six (6) months.

Interested Individual consultant must provide information indicating that are qualified to perform the services by submitting proposal contain updated detailed

CV’s, methodology, work plan, description of at least two (2) studies of similar nature and magnitude during his/her carrier, must indicate experience in at least two similar assignments in Tanzania or elsewhere, including name and address of the client, description of the assignment undertaken. Interested individual consultant must also submit financial Proposal in writing.

You are requested to submit your written expression of interest, one original detailed Curriculum Vitae (CV) and Financial Proposal plus two copies of detailed Curriculum Vitae (CV) in writing by 28th September, 2018 at or before 11:00 hours local time. The Detailed CV and Financial Proposal shall each be enclosed in a separate envelope and marked “Detailed CV” and “Financial Proposal” The two envelopes shall then be enclosed in a single envelope and marked “ISP-DRM-NRG/TZ/AfDB/CS09/QCBS/2018 CONSULTANCY SERVICES FOR A STUDY ON ANALYZING THE MACRO-ECONOMIC IMPACT OF OIL AND NATURAL GAS” and submitted to the following address:

The opening of CVs shall take place immediately after the deadline for submission, at the Benjamin William Mkapa Pension Towers, Tower “A”, Azikiwe/Jamhuri Streets at TPDC Board Room number 106 on the 10th floor. Applying individual consultants are invited to attend the opening ceremony.

An individual consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446 (hereinafter called Procurement Regulations) as amended.

CV’s shall be evaluated on the basis of the criteria shown in the Terms of Reference. Only individual Consultants scoring above 70% shall be engaged depending on their availability to carry out the assignments.

Prospective Individual Consultants are required to collect the Terms of Reference from the Secretary TPDC Tender Board, Tanzania Petroleum Development Corporation, Benjamin William Mkapa Towers, Tower “A”, Azikiwe/Jamhuri Streets, P.O. Box 2774, Dar-es-Salaam, Room number 101 on the 10th floor during working days (Monday to Friday) between 9:00 and 16:00 hours.

Any request for clarification with regard to this assignment shall be addressed to the undersigned. The Client shall respond to clarifications received not less than one week before the deadline for submission.

Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances
