Duty Station : Maputo, Mozambique

Classification : Professional Staff, Grade P2

Type of Appointment : Special short-term graded, Six months with possibility of extension

Context :

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of Resources Management Officer, in coordination with Regional Office (RO) in Pretoria, South Africa and with relevant Headquarters (HQ) Units, in particular Department of Resources Management (DRM)-Emergency Support Unit (ESU), Administrative Centres (Manila Administrative Centre (MAC) and Panama Administrative Center (PAC)), the successful candidate will be responsible and accountable for human resources functions of IOM Mozambique and provide support in these areas to staff in the Country Office (CO) including those in Sub-Offices.

Core Functions / Responsibilities :

  1. Review and monitor the Human Resources Management function in the Country Office (CO) in accordance with the Organization’s Human Resources policies, rules and regulations ;
  2. Monitor the recruitment of staff and administration of sub-contracted personnel and determine the applicability of entitlements ;
  3. Coordinate with HQ, Administrative Centres and the Finance Unit on processing of benefits / privileges to international staff in the field such as, Hazard Pay, Health Insurance/ Medical Service Plan (HI/MSP), educational grant, home leave, rental subsidy, etc., and the administration of rest and recuperation travel, where applicable, in accordance with Organizational policies ;
  4. Supervise the preparation of the monthly payroll for national staff and staff sub-contracted by IOM staff and ensure its accuracy and timeliness. Assume the responsibility for Payroll (PY) Posting and work in close coordination with other staff to validate and verify the payroll simulation before the monthly pay run and posting of national staff payroll in PRISM HR ;
  5. Monitor the contractual situation and administration of entitlements of local staff in PRISM ;
  6. Ensure maintenance of personnel filing system and ensure that attendance records of all staff members in the CO are up-to-date ;
  7. Supervise the administration and timely renewal of visas and residence permits of international staff in the CO including requesting travel permits, visa requirements and preparation of Note Verbales required for all incoming staff and official visitors in line with the regulations of the Government of Mozambique ;
  8. Assist in planning and organizing of staff development and training activities for the CO in close collaboration with Human Resources Management/ Staff Development and Learning (HRM / SDL), including the establishment of staff development and training priorities and plans; train the administrative staff of Sub-Offices as needed ;
  9. Ensure regular updates to the CO’s organigramme / staffing table and contact lists, including those of Sub-Offices; maintain and update deployment tracking sheet for the emergency on regular basis ;
  10. Prepare reports pertaining to personnel administration of international and national staff and consultants of the CO, as required ;
  11. Ensure timely and regular implementation of the CO’s Staff Evaluation System (SES) and advocate for timely completion of the performance management process in line with the organizational deadlines ;
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Working experience in administration and all facets of HR, Talent acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines ;
  • Ability to prepare clear and concise reports ;
  • Previous working experience in an international organization is an advantage ;
  • Previous working experience in Africa and/or developing countries is an advantage ;
  • Familiarity with the UN common system or similar systems is an advantage; and,
  • A high degree of computer literacy is required; good knowledge of MS Office suite and PRISM is essential.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French and/or Spanish is an advantage.
