Context:

IOM implements innovative approaches and initiatives aimed at positively affecting the knowledge levels, attitudes and behaviours of youth and potential migrants in West and Central Africa. At the community level, these initiatives encourage the public and private sectors to develop new ways to prevent exploitation by building capacity to apply Communication for Development (C4D) practices to outreach activities. One of such initiatives is the IOM’s innovative C4D campaign, IOM Dakar, Senegal in Central and West Africa.

Under the supervision of the Head of the Media, Communications and Awareness Raising Unit at the Regional Office the successful candidate will ensure all awareness raising initiatives in the West and Central Africa region are framed under a C4D framework. The successful candidate will provide technical and programmatic support to colleagues across the region and support the successful implementation of the regional Communication for Development strategy and ensure the public’s support for IOM’s activities, in line with the donors’ visibility requirements.

Core Functions / Responsibilities:

  1. Coordinate the implementation of the IOM Dakar, Senegal in Central and West Africa Campaign in the three target countries in accordance with the project proposal and other relevant project documents.
  2. Provide day-to-day programmatic supervision and guidance to project personnel.
  3. Identify new partnerships, from both the public and private sectors, consistent with expressed IOM Dakar, Senegal in Central and West Africa Campaign behaviour change objectives.
  4. Inform the strategic planning and implementation of IOM Dakar, Senegal in Central and West Africa campaign activities.
  5. Develop evidence-based Creative and Message briefs to inform IOM Dakar, Senegal in Central and West Africa content and activities, for both internal and external production stakeholders.
  6. Lead the creation and implementation of C4D methodology materials including best practice case studies, toolkits, and workshop facilitation guides for all activities and communication platforms to ensure that content has a behavior change focus and is of high quality.
  7. Oversee the development and implementation of both qualitative and quantitative Research and Learning activities, in close coordination with the Research and Learning Officer, to inform the development of all IOM Dakar, Senegal in Central and West Africa media activities and content to ensure quality and relevance.
  8. Conduct robust analysis and ensure that findings from all research and tracking (i.e. media monitoring and digital analytics) are reflected in reports and used to inform ongoing and future campaign activities.
  9. Manage and organize Research and Learning library; including briefing documents, summary literature reviews on TIP trends, factsheets, presentations and reports for internal briefings and external stakeholders.
  10. Support the design, organization and implementation of capacity development initiatives, training materials, workshops and activities to build capacity and competencies in C4D and BCC among IOM staff, partners and government representatives.
  11. Draft communication sets on project activities and progress and share with relevant partners, stakeholders and donors.
  12. Participate in meetings organized in the framework of the programme, or as part of an IOM representation at such meetings, including donor briefings, project events, stakeholder meetings, and other relevant events.
  13. Coordinate all messaging of the IOM Dakar, Senegal in Central and West Africa Campaign including on air, on the ground, and online; ensuring they are in line with IOM guidelines and practices and coordinated within the Regional Office and with affected IOM missions.
  14. Develop training workshop materials and reports including detailed evaluation-templates to evaluate trainees’ performances, individual learning processes and gather feedback from participants regarding each training modules. The assessment will include recommendations for further learning activities and keep track of project implementation through monitoring and evaluation.
  15. Support the collection, processing, analysis, and documentation of project data including dissemination of effective practice materials and ensure a systematic approach in data handling within the framework of IOM confidentiality and data protection guidelines.
  16. Ensure the integration of cross-cutting issues such as gender, children, and other vulnerable groups in the project are considered during the programme implementation.
  17. Perform such other duties as may be assigned.

 

Required Qualifications and Experience:

Education

  • Master’s degree in International Affairs, Public Relations, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience of coordinating public awareness campaigns;
  • Good knowledge of dynamics of irregular migration, human trafficking and other issues related to migration and exploitation in Central and West Africa;
  • Excellent grasp of the evolving media environment, including new media in Central and West Africa, as well as the political, cultural and economic impact of the changing landscape on non-profit campaigns;
  • Experience working in an international environment is essential;
  • Willingness and ability to travel extensively.

Languages

Fluency in English and working knowledge of French is required. Working knowledge of Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
