Position Title : Displacement Tracking Matrix Officer (Biometric Registration (BMR))

Duty Station :    Juba, South Sudan

Classification :    Professional Staff, Grade P2

Type of Appointment :   Special short-term graded, Six months with possibility of extension

Context:

Under the overall supervision of the Displacement Tracking Matrix (DTM) Coordinator in South Sudan, the direct supervision of the Programme Officer (DTM) and in coordination with the Information Management Unit, the successful candidate will be responsible for facilitating the roll out, management and implementation of Biometric registration, verification and authentication processes in relation to the implementation of the Displacement Tracking Matrix programme.

Core Functions / Responsibilities:

  1. Support the operational supervision of DTM biometric registration, verification and authentication exercises in collaboration with the Biometric Systems Expert.
  2. Coordinate and conduct biometric registration, verification and authentication exercises of populations in need, including displaced populations in Protection of Civilians (PoC) sites and collective centres, with caseloads of up to 100,000 individuals.
  3. Compile weekly reports on the biometric registration activities; liaise with partners on the ground and represent DTM BMR at meetings at the site-level.
  4. Compile, prepare and submit information related to biometric registration and other population tracking exercises and maintain organized records thereof.
  5. Contribute to setting up different DTM mechanisms, including flow monitoring, site assessments and other information gathering systems. Recommend population tracking methodologies and other assessments tools to capture the fluid Internally Displaced Persons (IDPs) movement trends.
  6. Facilitate the provision of timely, accurate and adequate information to all relevant stakeholders regarding movements, new displacements, protection trends and conditions in return/relocation areas and paying special attention to situation of vulnerable groups like the children, elderly and disabled in return process.
  7. Assist in establishing a referral system for specific protection cases in collaboration with United Nations Mission in South Sudan. (UNMISS), UN agencies and non-government organizations (NGOs) dealing with Human Rights/protection of vulnerable groups like the IDPs and/or returnees.
  8. Analyse information from the field and map conditions and needs in areas of return.
  9. Facilitate the integration of gender perspectives and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within all activities.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Information Management or Computer Science, Information Systems, Geographical Information Science, Statistics, Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Relevant professional experience in field and headquarters; experience working for in different international organizations, UN agencies, INGOs;
  • Previous experience in Biometric Registration exercise in camps or any other emergency setting is a distinct advantage;
  • Experience in web design and programming an advantage;
  • Knowledge of multi-variate mapping techniques;
  • Familiarity with the humanitarian reform and cluster approach;
  • Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;
  • Experience in training data collectors; understanding of different data collection methodologies;
  • Knowledge of multi data capturing and analysis tools, including knowledge of database applications (Access, SQL or MySQL), mapping and GIS Tools and a basic understanding of mapping tools (ArcGIS);
  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
  • Experience with handling confidential data;
  • Demonstrated team-building and information management skills.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
