Special short-term graded, Nine months with possibility of extension

Context :

Under the direct supervision of the Chief of Mission in IOM Chad, and in close coordination with the Regional Office and DTM Support Unit in Geneva, the successful candidate will be responsible for assisting with the planning, coordination, supervision and implementation of DTM activities in Chad which are funded by various donors.

In particular, DTM initiatives include tracking and monitoring of population movements, CCCM data related activities, and other activities of the Displacement Tracking Matrix (DTM) Programme in Chad.

 

Core Functions / Responsibilities :

  1. Review existing DTM mechanisms, including mobility tracking, flow monitoring, site assessments, and other information gathering systems. Work in close collaboration with the Regional Office and DTM Unit at IOM Geneva Headquarters (HQs) to contribute to the development of improvements in methodologies and assessment tools ;
  2. Track and monitor population movements within the framework of DTM activities and implement other DTM tools ;
  3. Supervise DTM support staff and provide guidance with respect to compiling DTM data. Perform preliminary analysis of DTM data and contribute to the development of useful reports for internal and external stakeholders ;
  4. Facilitate the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders (humanitarian as well as transition/recovery actors) regarding movements, new displacements, mobility trends, and conditions in return/relocation areas, as well as the situation of vulnerable groups including children, elderly, and disabled persons ;
  5. Track and follow up with stakeholders on actions/responses undertaken following DTM findings ;
  6. Travel regularly to field locations to provide technical support to heads of sub-offices and DTM staff. Organize appropriate capacity-building activities on topics related to DTM and internal displacement such as impact on receiving populations and human rights concerns ;
  7. Share concise analytical reporting in regular intervals in the form of dashboards, mapping and narrative reports on general mobility trends as well as specific research ;
  8. Coordinate Information Management Unit (IMU) (including Geographic Information Systems (GIS)) support to other projects in the mission and assist with tool/database development and analysis ;
  9. Monitor DTM-related project budget expenditures and track the status of financial reporting ;
  10. Track and follow up on updated donor reporting of DTM projects ;
  11. Maintain an organized database and narrative reports of all information collected on population mobility ;
  12. Facilitate and encourage the integration of gender perspectives and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within all IDPs/returnee activities ;
  13. Participate in cluster meetings and provide data support for cluster coordination as required ;
  14. Perform such other duties as may be assigned.

 

Required Qualifications and Experience:

Education

  • Master’s degree in Management, Statistics, Geography, Demography, International Relations, Humanitarian Assistance or a related field from an accredited academic institution with two years of relevant professional experience or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in emergency response in the field, Data Management or Information management, crisis, post conflict and other displacement situations ;
  • Understanding and respect of IOM’s data protection guidelines ;
  • Knowledge of MS Office and basic software packages; knowledge of ODK, (GIS), database, SAS and other similar tools would be an advantage ;
  • Working knowledge of DTM tool(s) and experience in the region is an advantage.

Languages :

Fluency in English and French is required. Working knowledge of Arabic is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
