Context :

The IOM Somalia mission is implementing frontline activities as well as taking the lead in coordinating the newly-activated Camp Coordination and Camp Management (CCCM) cluster to improve the coordination, delivery and monitoring of humanitarian services to vulnerable populations living in communal settings. Likewise, IOM Somalia is implementing the Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring, and surveys components that aim supporting evidence based programming.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Senior Programme Coordinator, the successful candidate will be responsible for the management and implementation of IOM’s CCCM and DTM operations, ensuring close coordination between both units and strengthening DTM’s position as a primary information management tool of the CCCM cluster.

Core Functions / Responsibilities :

Program Management :

  1. Manage both IOM Camp Coordination and Camp Management, and Displacement Tracking Matrix projects and activities, and ensure programme administration and implementation is in line with all relevant policies, strategies, methodologies and tools.
  2. Provide expertise to the cluster, as required, in order to strengthen the overall CCCM response.
  3. Ensure the timely production of all DTM reporting, information and data collection outputs for dissemination to various audiences and relevant stakeholders on an ad hoc and regular basis, including but not limited to movements, new displacements, protection trends and the situation of vulnerable groups (children, the elderly and the disabled).
  4. Coordinate field data collection on the humanitarian situation of Internally Displaced Persons (IDPs) through field DTM focal points and data enumerators, and explore linkages with NGOs and Government authorities in the field.
  5. Participate in field visits and the implementation of cross-border flow monitoring activities at border crossing points to link flow monitoring in Somalia with neighboring countries, particularly Kenya, Ethiopia, Djibouti and the Arabian Peninsula, to collect information through community assessments, focus group discussions and individual interviews, and ensure the maintenance of relevant information management and database systems and reporting mechanisms.
  6. Provide financial, administrative and technical backstopping to CCCM and DTM projects in line with IOM’s policies, regulations and procedures, as well as donor requirements. Assist with planning and overseeing procurement and logistics activities for relevant operations.
  7. Monitor and expedite project implementation, analyze project progress reports, participate in reviews and project evaluations, and take corrective action as required.
  8. In close coordination with the Program Support Unit, meet project reporting requirements including the preparation of financial and narrative reports of all CCCM and DTM projects, as required by donors.
  9. Supervise CCCM and DTM project staff in accordance with the Organization’s procedures and regulations; participate in recruitment processes, brief and guide staff, participate in building staff capacity and provide training as required.
  10. Closely coordinate with the DTM Regional Coordinator with regards to DTM methodologies implementation and flow monitoring programming and analysis.

Strategy and coordination :

  1. Contribute to and advise on IOM’s strategic planning and response through site-based approaches, as well as Urban Displacement and Outside of Camps (UDOC) methodologies.
  2. Support the CCCM Cluster in the identification of the humanitarian needs of IDPs, durable solutions and in the prioritization of the areas of intervention.
  3. Participate in relevant interagency meetings (Government, UN, I/NGOs, other partners), including cluster/sector working groups and task force meetings to strengthen the position of CCCM and DTM, and follow up on resulting action points and recommendations; share meeting minutes with relevant units/colleagues.
  4. Meet regularly with donors and provide briefings and updates on IOM’s CCCM and DTM activities and projects. Develop donor proposals as required based on ongoing activities, needs and funding opportunities.

Capacity Building :

  1. Organize appropriate training for DTM teams on a variety of issues such as multi-sectorial analysis, protection principles and technological solutions to strengthen data collection, and support government and local authorities and other relevant stakeholders to increase awareness of CCCM and DTM programming, with specific focus on service provision and standards.
  2. Perform such other duties as may be assigned.

 

Required Qualifications and Experience :

Education :

  • Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies, Computer Science, Social Science, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Operational experience in the field in IDP/refugee and migration related issues, including technical cooperation, project development and project/programme implementation and evaluation;
  • Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach;
  • Work experience in liaising with governmental authorities, other national/international institutions and NGOs – experience in the region is an asset;
  • Good knowledge of UN, IOM and NGO mandates and programmes in the IDP humanitarian responses, post conflict construction and development;
  • Familiarity with financial management and good level of computer literacy, including database applications.
  • Understanding of the Information Management Cycle and familiarity with different data collection methodologies and software;
  • Relevant professional experience in the field is required;
  • Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;
  • Experience in the development and implementation of population database a distinct advantage;
  • Working experience in the region is an asset.

Languages :

  • IOM’s official languages are English, French and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of Somali, French and/or Spanish is an advantage.
