Context :

The International Organisation for Migration (IOM) is implementing the project “Regional Development and Protection Programme North Africa – Development Pillar” (RDPP NA DEV) funded by the European Union. The project targets five countries (Algeria, Egypt, Egypt, Morocco and Tunisia). The first phase of the project started in February 2016 and the second phase of the project started in January 2019. RDPP NA DEV aims at strengthening the resilience of migrants together with their host communities. The project seeks to shape public opinion on migrants and to enhance integration via interventions that focus on social cohesion and access to the labour market. The IOM Egypt Country Office is recruiting a Project Officer to support implementation of the regional project in the Arab Republic of Egypt.

Under the overall supervision of the RDPP NA DEV Senior Project Manager in Tunis and the direct supervision of the Head of Unit of the Labour Mobility and Human Development (LHD) in Cairo, the successful candidate will coordinate and implement the RDPP NA DEV project in the Arab Republic of Egypt.

Core Functions / Responsibilities :

  1. Coordinate research in cooperation with national and international partners, in relation to the RDPP NA DEV project and contribute technical inputs for the development of advocacy paper for policy, legislative and practice changes, including in areas such as non-discrimination, community-driven sustainable livelihood and employment promotion and self-employment ;
  2. Participate in capacity building activities for national stakeholders in Egypt (governmental, private and Civil Society Organizations (CSOs)) regarding migration governance, in particular migrant integration, promotion of inclusion in society and the labour market, and social cohesion between migrants and Egyptian communities ;
  3. Keep abreast of labour market and migration trends within Egypt and neighbouring countries as well as key countries of origin and propose new IOM interventions and project development in close coordination with the Regional Office for Middle East and North Africa’s and Headquarters’ thematic specialists ;
  4. Work with ‘labour attaches/officials’ of the diplomatic representations of the concerned migrant groups and facilitate their links with the Government of Egypt to promote dialogue and coordination on issues pertaining to the regular residence, work permits and the overall integration of their nationals in Egypt ;
  5. Arrange and conduct training workshops to enhance the capacities of CSOs in project development, implementation and monitoring; and organize working and training sessions for Egyptian authorities and the private sector aiming at increasing awareness on the importance of involving migrant communities in the labour market ;
  6. Implement guidelines for grants disbursement, and reporting mechanisms, including a comprehensive documented tracking system to monitor grants’ disbursement, in compliance with EU regulations and IOM policies and procedures ;
  7. Provide technical inputs for the development of methods for guaranteeing access and equal opportunities to RDPP NA activities for all migrant and hosting communities, including diversity promotion and equal gender participation ;
  8. Facilitate the implementation of monitoring and evaluation systems for project activities, in coordination with the RDPP NA DEV Senior Project Manager and RDPP NA DEV Regional Research, Monitoring and Evaluation (M&E) and Grants Officer ;
  9. Maintain and/or enhance technical partnerships with relevant Government entities, CSOs and other stakeholders to assist in promoting and expanding IOM’s community stabilization and community economic development activities ;
  10. Track and monitor budget and resource utilization for the RDPP NA DEV project in Egypt and support other relevant projects in the LHD Unit, including checking financial and narrative reports ;
  11. Draft regular updates and other reports covering project activities and budget use in accordance with IOM and donor’s requirements ;
  12. Supervise project support staff, monitor the work of consultants and contribute to building relevant internal capacities ;
  13. Effectively coordinate communications on project activities and facilitate visibility of IOM and donors through all media means ;
  14. Undertake duty travel relating to project activities, monitoring and liaison with counterparts. Participate in meetings where appropriate ;
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Law, Economics, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Proven experience in the development, planning and implementation of programme/project ;
  • Experience working in migration programming in North Africa ;
  • Experience working in LHD is an advantage.

Languages :

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.
