Context:

IOM is implementing the programme across 10 countries in West Africa, and North Africa. The programme is route-based and designed to support migrants along their routes and in their countries of origin. Its overall aim is to protect migrants from harm and to generate knowledge on migration along the Central Mediterranean Route.

Under the direct supervision of the Regional Programme Coordinator, the overall supervision of the Project Learning Manager and of the Senior Regional Coordinator for Safety Support and Solutions in the Central Mediterranean Route Phase II (SSS II) and Emergency Trust Fund for Africa (EUTF), and in close collaboration with the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer and programme staff in IOM London, the successful candidate will coordinate and contribute to the effective implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) aspects of IOM activities under the Department for International Development (DFID)-funded initiative “Safety, Support and Solutions along the Central Mediterranean Route – Phase II”.

S/he will be expected to assist with the implementation of the programme’s overall MEAL strategy and, more specifically, s/he will be directly supporting the Monitoring and Evaluation (M&E) of activities funded under the project’s fourth outcome: a large-scale study in The Gambia, Guinea and Senegal on “How and to what extent interventions affect people’s migration aspirations, decision and movement, and on what timetable?”.

Core Functions / Responsibilities:

  1. Contribute to the development of standardized tools for information management, knowledge management and MEAL with the support of the MEAL Officers in London and Cairo, as well as the Information Management (IM) and M&E Units in Dakar to facilitate their application within the region.
  2. Contribute to the development of monitoring, evaluation, reporting and information-sharing tools in coordination with the Regional Programme Coordinator, the Project Learning Manager and the Core Programme Team and country offices to facilitate improved information sharing between all countries under the SSS programme. This will include regular monitoring check-ins with country offices on work plan and programme progress, risks, and potential site visits.
  3. Coordinate all MEAL activities of the SSS II programme in the region. Draft programmatic regional reports with the support of relevant regional staff and country offices.
  4. Support the Regional Programme Coordinator in coordinating and monitoring the implementation of the main activities foreseen by the project. This will include supporting the coordinator in reporting and in the liaison and in building synergies with other initiatives, mainly the EU-IOM Joint Initiative for Migrant Protection and Reintegration.
  5. Contribute inputs for the development and implementation of a Monitoring, Evaluation and Learning strategy for Outcome Four activities.
  6. Support the development of learning tools and provide technical support to country offices on knowledge management, project monitoring & evaluation, data collection, analysis and reporting
  7. Assist in the development of a regional MEAL approach to meet the mandatory requirements on IM and M&E as set out by both IOM and the donor.
  8. In coordination with the Regional Programme Coordinator and the IOM Office in London, support the collection of data and its analysis (qualitative and quantitative) for drafting of reports. The incumbent will also track project deadlines, consolidate data and monitor country-level logical frameworks in accordance with IOM Rules and Regulations and donor requirements.
  9. Support the Regional Programme Coordinator in drafting and reviewing periodic regional and national reports prepared by IOM missions under the ‘SSS’ programme and draft progress and other reports for proper information exchange on all operational aspects between IOM, the United Kingdom Department for International Development (DFID), and other stakeholders.
  10. Contribute technical inputs for the design of and encourage strong feedback loops to support iterative program design, planning, and management.
  11. In line with donor agreements and project M&E plans and in coordination with Programme Coordinator and country offices, provide the necessary support for successful implementation of project baseline assessment, mid-term and final evaluations, including the drafting of evaluation Terms of Reference (ToRs), the recommendation of the evaluator as well as the coordination of evaluation processes.
  12. Carry out monitoring trips to Country Offices to review project implementation and progress against set indicators.
  13. Review MEAL plans regularly and check their pertinence to the SSS II programme goals and objectives.
  14. Organize regular training sessions to project staff in the region to:
    • Promote adherence to agreed standards of implementation; b. Create greater awareness of reporting requirements;
    • Encourage widespread use of appropriate data collection methods; and d. Gather feedback regarding the effectiveness of these methods.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Social Research Methods, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience setting up monitoring, evaluation, accountability and learning systems for large-scale projects;
  • Experience managing information and knowledge management systems for M&E;
  • Strong analytical skills and demonstrated managerial and organizational ability are required;
  • Proven experience in: logical framework approach, RBM and other strategic planning approaches; MEAL methods and approaches (including quantitative, qualitative and participatory); implementation of M&E systems and plans; training in M&E development and implementation; information analysis and report writing;
  • Experience conducting trainings and developing capacity building activities to support country office teams;
  • Proven experience in data management, analysis and reporting in a humanitarian or development context;
  • Expert knowledge of MS office and advanced data science and/or statistical skills including knowledge of database management, statistical and project management software is a strong advantage;
  • Skills in data visualization an advantage;
  • Knowledge and understanding of the migration issues in the region is an advantage;
  • Previous work experience in similar DFID-funded initiatives is a strong asset.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
