Position Title : Resources Management Officer
Duty Station : Dakar, Senegal
Classification : Professional Staff, Grade P2
Type of Appointment : Special short-term graded, Six months with possibility of extension

Context:

Under the direct supervision of the Resources Management Officer for European Union’s Emergency Trust Fund for Africa (EUTF)/ UK Department for International Development (DFID) at the Regional Office (RO) for Central and West Africa in Dakar, Senegal and in coordination with the relevant DFID units in IOM London and IOM, the successful candidate will be responsible for following and monitoring the DFID budget, accounts and financial reports of all
the missions in the sub region that are managing DFID projects.
For the DFID Funds projects that have been signed in the Central and West Africa Region:

Core Functions / Responsibilities:

  1.  Monitor the financial management of all activities including the oversight of financial expenditure and accountability; and undertake financial analysis of all activities in those offices.
  2. Review and coordinate donor financial reports in accordance with IOM regulations and DFID regulations and established procedures.
  3. Under guidance from RO Resources Management and RO DFID Project Coordinator prepare budget reports and revisions.
  4. Monitor the budget control process and analyse variances between the budget and actual expenditures for all the DFID projects.
  5. Shares Standard Operating Procedures (SOPs) and communicates with all Central and West Africa IOM offices in the areas of general administration and finance.
  6. Spot-check and review payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  7. Evaluate monthly financial reports for all DFID projects and recommend action to resolve anomalies and unusual trends.
  8. Ensure that all administrative and financial procedure related to the DFID funded project(s) are followed.
  9. Facilitate activities for the Administrative and Finance department of Central and West African Country Offices, and scan and prepare all the documentation related to the DFID funded project.
  10. Verify, support and coordinate the E-filing at country level for DFID project expenses.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in management, humanitarian assistance and complex project implementation;
  • Practical experience in IOM or an intergovernmental field-based organization in administrative and financial management, budget monitoring, cash management and internal control procedures;
  •  Knowledge of finance, procurement and HR procedures and rules;
  •  Knowledge of finance, budget and EU rules;
  • Experience in project implementation, scheduling and deployment of resources;
  • High level of computer literacy experience in computerized accounting systems and software;
  • SAP FI knowledge is required, PRISM HR knowledge is an advantage;
  • Knowledge of MS Office specifically Excel; knowledge of accounting systems, software and procedures;

Other:
Internationally recruited professional staff are required to be mobile.
