Context :

Following 2016’s significant below average Gu (Apr–Jun) and Deyr (Nov-Dec) rainy seasons in Somalia, severe drought is widespread across the country. If action is not taken immediately, signals point towards a growing humanitarian crisis in Somalia of potentially catastrophic proportions. With an increasing number of individuals at risk of food security, the previously estimated 5 million people in need of humanitarian assistance has increased to 6.2 million. Between February and June 2017, the number of internally displaced persons (IDPs) is expected to increase from 1.1 million to 3 million individuals.

The IOM Somalia team is implementing frontline activities as well as taking the lead in coordinating the newly-activated Camp Coordination and Camp Management (CCCM) cluster to improve the coordination, delivery and monitoring of humanitarian services to vulnerable

populations living in communal settings.

Likewise, under the direct supervision of the Programme Manager (CCCM/ Displacement Tracking Matrix (DTM)) and under the overall supervision of Senior Programme Coordinator, and in close coordination with the relevant Programme Coordinators and the Resource Management Unit, the successful candidate will be responsible for contributing to the planning, implementation, monitoring and evaluation of IOM programmes in Somalia, and assisting with the overall administrative and financial management of the IOM Baidao office.

 

Core Functions / Responsibilities :

CCCM Field Officer (50%) :

  1. Site management – Baidoa ;
  2. Coordinate with site authorities on behalf of humanitarian actors and service providers working in the displacement site ;
  3. Contribute to the establishment of and maintain effective intra-site coordination mechanisms and facilitate participation in inter-site coordination activities ;
  4. Implement site governance and community participation/mobilization mechanisms within sites, with particular emphasis on women’s decision-making role, persons with specific needs, youth and minority groups ;
  5. Participate in site design and site development in coordination with relevant actors ;
  6. Encourage accountability of humanitarian actors to the sites population; set up information desks and complaints and feedbacks mechanisms where possible ;
  7. Facilitate self-determination of the site population; participate and report on discussions on transitional or durable solutions with all stakeholders; actively liaise with local authorities ;
  8. Assist in the development of a site closure and phase-out strategy in the first phase of the response, with the CCCM Cluster and the relevant partners and check if it is adapted to specific context ;
  9. Provide basic site management training to community leaders including women, minority groups, and persons with specific needs embedded in leadership structures ;
  10. Cluster support ;
  11. Assist in monitoring, assessing and evaluating CCCM cluster partners at the state and site levels and check that programme delivery is in line with the CCCM Cluster Strategy ;
  12. Contribute to identifying gaps and issues in CCCM programme implementation and propose solutions to the relevant partners as well as the CCCM Cluster coordination team ;
  13. Provide technical input and guidance to the CCCM cluster in the development of cluster-wide strategies, tools and resources; assist in ensuring harmonized service delivery between partners, as well as effective sharing of lessons learnt and best practices ;
  14. Represent the CCCM cluster in joint field assessment missions ;
  15. Liaise with the relevant authorities regarding CCCM best practices, capacity building of local actors, and coordination with the established Drought Operations Centres across the country ;
  16. Admin and operations ;
  17. Follow IOM instructions and guidelines on project monitoring methodologies in areas inaccessible to IOM staff; suggest further refinements in these methodologies ;
  18. Closely monitor project progress; collect, compile and share information from the field teams on a weekly basis ;
  19. Provide administrative support for the recruitment of CCCM project support staff; provide training as required.

Head of Sub-office (50%) :

  1. Maintain dialogue related to the safety and security of IOM staff and protection of the mission’s assets with local and national security services, the UN Department of Safety and Security (UNDSS), and the government sector. Properly maintain vehicles and abide by Minimum Operating Security Standards (MOSS) compliance in all activities ;
  2. Monitor the administrative functions of the sub-office, including, but not limited to:
  1. Supervising staff and ensuring IOM rules and regulations are implemented ;
  2. Monitoring the financial expenditures of the office ;
  3. Approving payments and monitoring burn rates ;
  4. Supervising procurement and logistics services, including contracts with suppliers of goods and services ;
  5. Maintain effective working relationships with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders; facilitate information sharing and coordination between government and non-government actors ;
  6. Attend United Nations Country Team (UNCT) and UN Area Security Management Team (ASMT) meetings. Monitor political developments and sensitivities and discuss with IOM Somalia colleagues ;
  7. Ensure timely and effective communication and coordination between the IOM Baidoa sub-office, individual IOM programs and their managers, and the wider IOM Somalia mission. Assist with provision and coordination of inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc. ;
  8. Participate in local recruitment and provide training as required ;
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in International Development, Public Health, Peace and Conflict Resolution, Social and/or Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience in the field of international development or humanitarian work in complex emergency and highly insecure settings ;
  • Experience with financial and administrative management ;
  • Experience in project management and implementation and monitoring programme activities ;
  • Experience in resource mobilization, writing project proposals and reports ;
  • Experience with Migrant Protection and Assistance ;
  • Strong computer skills, specifically hands-on experience in usage of MS Office ;
  • Knowledge of Somalia political and migration context beneficial.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of Somali, French and/or Spanish is an advantage.
