Context :

In March and April 2019, two cyclones hit Mozambique, recorded as the worse climate-related disasters in the region and affecting close to million people, with over remaining 500,000 people remaining in need of shelter/housing support and another 100,000 families in search for more durable solutions in 76 resettlement sites, one year after the passage of the cyclones.

The Idai category-4 cyclone made landfall in central Mozambique on 14th March 2019, bringing with it extreme winds, torrential rains and flash floods. It destroyed and damaged 240,000 houses. In Kenneth affected areas, an estimated 40,000 households remain in need of tailor-made shelter and housing solutions to meet their needs.

In Northern Mozambique, the insecurity uprooted over 170,000 people in need of emergency Shelter/NFI support. The International Organization for Migration (IOM) has played a major role in humanitarian and transition shelter operations in Mozambique. IOM’s unique position as an intergovernmental organization allows it to work at scale in both natural disasters and conflict/complex contexts. IOM works in both operations and coordination – and leads the Shelter Cluster in Cabo Delgado Province -, and plays a strong role working with partners in support of national authorities. IOM’s overall objectives are (1) to focus on quality and scale of operations, (2) to be people-centred and context driven, (3) to continue supporting interagency shelter coordination, (4) to support sectoral learning and identification of best practices, and (5) to maintain a longer term view.

Under the direct supervision of the Chief of Mission (CoM), in close coordination with the Head of Programme Operations and the Head of sub-offices in Beira and Pemba, the successful candidate will be accountable for ensuring the overall effective management of IOM staff, assets and other resources and will be responsible for planning, development, implementation, and monitoring and evaluation of IOM shelter and housing activities across the country. The role will be based in Pemba with frequent travel to Beira to oversee both operations and ensure operations are progressing according to project targets.

Core Functions / Responsibilities :

  1. Plan, develop and monitor the effective implementation of IOM Mozambique’s Shelter and housing operations and strategy and ensure IOM’s project implementation and proposals is in line with the Shelter Cluster and Government policies and strategies (GREPOC and National Disasters Management Institute (INGC)) ;
  2. Responsible for all Shelter project spending and ensuring that all project activities are aligned to donor commitments and as per the financial regulations of IOM ;
  3. Act as country focal point for coordination with the Government of Mozambique on matters of housing and shelter; and support shelter coordination efforts in country through the preparation of advocacy notes ;
  4. Responsible for new project development, ensure engagement with affected communities, local government, and other humanitarian and development actors to define and pilot durable solutions for displaced populations ;
  5. Plan, supervise and coordinate the implementation of all Shelter activities in Mozambique in collaboration with relevant IOM units and field staff, to ensure efficient and timely implementation in accordance with IOM and cluster standards and guidelines and manage the shelter operations staff and guide the shelter programmes officers in both Pemba and Beira ;
  6. Substantially contribute to the development and monitoring of the IOM country shelter and housing strategy. Together with the government, ensure the coordination of advocacy work with development and humanitarian partners ;
  7. Coordinate the overall delivery of the works, taking responsibility for overall progress and use of resources and initiating corrective action where necessary ;
  8. Ensure quality of deliverables and services are in compliance to minimum standards applicable ;
  9. Contribute to the integration of crosscutting issues such as gender, environment and Disaster Risk Reduction (DRR) in the programme/projects. Ensure these are properly reflected in the IOM Shelter/NFI and housing responses ;
  10. Responsible for all Shelter/NFI and housing programme/project reporting and providing regular input to the reporting unit for internal/external sitreps, donor reports, newsletters, etc. as needed ;
  11. Coordinate with the HR Officer on recruitment and training. Supervise programme staff throughout the different phases of the programme cycle ;
  12. Coach, support and oversee the performance of the field staff assigned activities related to shelter/NFI ;
  13. Undertake duty travel as required ;
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Architecture, Civil Engineering, Political or Social Sciences, Business Administration, Law or a related field from an accredited academic institution with five years of relevant professional experience ; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Experience in project/office management in emergency environments ;
  • Experience in implementation of transition and recovery shelter/NFI programmes ;
  • Experience in implementing cash-based and voucher based assistance is an advantage ;
  • Previous experience with IOM and other UN specialized agencies is an advantage ;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; experience with project implementation, scheduling and deployment of resources ;
  • Knowledge of the region is an advantage.

Skills :

  • Strong management capability and experience, especially in the field of humanitarian assistance ;
  • Familiarity with financial and business administration ;
  • Excellent communication and negotiation skills ;
  • Good computer literacy. Knowledge of Computer-aided design programmes as well as design programmes, such as AutoCAD and Adobe InDesign is an advantage.

Languages : IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French and/or Spanish is an advantage.
