Pretoria, South Africa Professional Staff, Grade P4

Special short-term graded, Nine months with possibility of extension

As soon as possible : 31 October 2018

 

Context :

Under the direct supervision of the Regional Director for Southern Africa, and in close coordination with the IOM Office in Washington D.C., in particular the Knowledge Management Officer responsible for the Global Knowledge Management Project and the and the M&E Officer responsible for the PRM Regional Programme; the Migrant Protection and Assistance Division (MPA) at Headquarters, the MPA Regional Thematic Specialists in the Regional Offices in Pretoria, Cairo, Nairobi and Dakar; and relevant country offices, the successful candidate will be responsible and accountable for the overall management and implementation of the PRM funded project titled “African Regional Migration Programme”. S/he will liaise closely on a strategic and programme level with key interlocutors including the US Embassy in South Africa, representatives of the African Union and Regional Economic Communities (RECs), government representatives from the countries targeted by the project, UN Agencies, Non- Governmental Organizations and other stakeholders.

 

Core Functions / Responsibilities :

  1. Responsible for the overall coordination and management of the project on substantive, administrative and financial aspects, applying strategic planning and systematic coordination of project activities ;
  2. Coordinate and support effective and timely implementation of country level activities in close coordination with project managers in the respective target regions and ensure high level quality deliverables of all activities in line with IOM standards ;
  3. Provide guidance in designing, monitoring, evaluation and reporting; including reviewing country reports of activities implemented under the project. Responsible for the financial management of the project; work closely with the Resources Management Unit to ensure efficient financial management; coordinate with the other implementing partners for the quality and timely submission of financial reports as required by the donor ;
  4. Develop the project general guidelines and work plans in coordination with project managers and ensure timely and effective implementation of activities. Identify problems and take actions to overcome challenges and expedite delivery ;
  5. Coordinate with the Knowledge Management Officer responsible for the Global Knowledge Management Project and the M&E Officer responsible for the PRM Regional Programme on the submission of reports regarding the status of project implementation; and participate in regular briefings with both officers ;
  6. Ensure the quality of outputs and results with optimal monitoring mechanisms in coordination with the M&E Officer responsible for the PRM Regional Programme; establish effective coordination, monitoring, information sharing and reporting systems ;
  7. Develop and maintain strong liaison with project partners and stakeholders, relevant government authorities, PRM focal points in US Embassies in targeted countries and any other concerned agencies and working groups ;
  8. Monitor and assess project progress and activities and take corrective or alternative action for programme improvement and success ;
  9. Supervise and direct all staff assigned to the project coordination unit in Pretoria, as well as consultants recruited to support and/or undertake specific activities ;
  10. Establish and maintain strong partnerships with government entities, other implementing partners, UN agencies and other stakeholders in the project’s target countries to coordinate and promote new activities, facilitate the implementation of ongoing activities, and raise funds for new projects ;
  11. Prepare progress and other reports and ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, information sharing, monitoring and reporting systems. Ensure effective coordination with all IOM regional offices in Africa ;
  12. Identify new project possibilities in the countries and regions, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy ;
  13. Ensure gender aspects are mainstreamed in the programme implementation and other cross cutting issues are given appropriate attention ;
  14. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities ;
  15. Undertake site visits and duty travel as required ;
  16. Perform such other duties as may be assigned.

 

Required Qualifications and Experience :

Education

  • Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience ; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • At least 5 years professional experience in project management, including managing Migrant Assistance and Return/Reintegration project with a Government or UN agency, or a regional or international organization ;
  • Experience implementing similar projects in African countries is preferred ;
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.

Languages

Fluency in English is required. Working knowledge of French is an advantage.

Other :

Internationally recruited professional staff are required to be mobile.
