Context :

Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of Resource Management in IOM Sudan Central Office in Khartoum, and in coordination with the Head of Office (Abyei) the successful candidate will be responsible for managing the UN Common Premises (UNCP) in Abyei, according to Memorandum of Understanding (MoU) signed between IOM Sudan and the resident Agencies, ensuring support to residents, and liaising and representing IOM Sudan with resident agencies representatives operating in Abyei, in dedicated UNCP committee meetings.

S/he will also be responsible for managing the UN Common Premises and daily operations to ensure the provision of clean, safe and comfortable accommodations in line with UN standards and within the UNCP approved annual budget.

Core Functions / Responsibilities :

  1. Supervise and report regularly to the Khartoum central office on the utilization of guesthouse accommodations by UN visitors ;
  2. Facilitate the safety and security of UNCP staff and implement all necessary measures to mitigate risks in coordination with IOM Sudan Field Security Officer in Khartoum ;
  3. Supervise staff and daily contractors employed under IM Sudan management, for the compound management, in close coordination with Human Resource department ;
  4. Maintain inventory of all necessary basic items for the running of the UNCP and coordinate with the Khartoum Procurement team on required refurbishments to the premises while respecting the approved budget ;
  5. Ensure adequate working conditions of United Nation Area Funds and Programs (UN AFPs) accommodation and offices, in line with approved budget ;
  6. Receive rental payments and prepare the daily and monthly cash reports, to be communicated on a regular basis to the Khartoum Finance Team ;
  7. Maintain stable and satisfactory working relationship with Field partners and contractors, related to UNCP maintenance ;
  8. Regularly report to the Head of Resource Management and Chief of Mission, on the needs and issues raised by resident agencies representative and coordinate with the Procurement and Logistic team in Khartoum on any needed actions ;
  9. Carry out technical assessments of the UNCP compound subcomponents, particularly regarding the current supervision of construction works, negotiation with contractors on construction sites, use of local construction techniques and materials, technical design and Bills of Quantity and liaise with Khartoum office for implementation of necessary actions ;
  10. Conduct monthly update meetings with the Camp Management Committee (CMC) staff and regularly report to Khartoum Head of Resource Management ;
  11. Assist Khartoum Finance Team and the Head of Resource Management in archiving supporting documents related to all expenses and revenues related to the UNCP management ;
  12. Assist and coordinate with Khartoum Finance Team and the Head of Resource Management in the preparation of the Interim and Annual Report, to be submitted for approval to the CMC ;
  13. Draft and coordinate with the Head of Resource Management the annual budget for the UNCP management and discuss the budget with the CMC in Abyei ;
  14. Make recommendations relating to the UNCP supported by background information and analysis to the Abyei office and the Khartoum office ;
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Hospitality Management, Business Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University Degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience in managing UN premises and guest houses is a distinct advantage ;
  • Experience and knowledge in facility management ;
  • Experience in managing IOM transit centres is an added advantage.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic, Aramaic, French and/or Spanish is an advantage.
