Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context :

Under the overall supervision of the Migration Response and Resource Mechanism (MRRM) Program Manager and direct supervision of the Information Management Coordinator as well as other relevant IOM units as necessary, the successful candidate will be responsible for the following.

 

Core Functions / Responsibilities :

The successful candidate will be responsible for overseeing all aspects of the development and implementation of Geographic Information Systems (GIS) support requirements to the implementation of the Displacement Tracking Matrix (DTM), which aims to provide a better understanding of migration trends and patterns, as well as in support of the Migration Response and Resource Mechanism (MRRM) :

  1. Coordinate and execute effective GIS in the context of DTM implementation and for supporting MRRM operations such as Search and Rescue, including the production of GIS-related products both for operational purpose and information sharing and dissemination ;
  2. Train and support staff on GIS-related requirement for data collection and management, surveys and assessments, and maintenance and support of database systems ;
  3. Support the supervision of data collection processes and data management activities, including data mapping, encoding, storing, processing, and analysis, in specific to aspects related to GIS ;
  4. Identify and analyse existing GIS systems and structure capacities, availability of relevant datasets, and data and information gaps. Design effective solutions to meet GIS-related needs in an accurate and timely manner ;
  5. Design, develop, and maintain systems required for geodatabases and other spatial data infrastructures for better information management, including data collection activities, data analysis and processing, and production of various types of information products ;
  6. Support in the creation and maintenance of interactive data visualization (geoportals, webmaps and dashboards) ;
  7. Establish and maintain strong partnerships and regular liaison with key stakeholders in relation to GIS such as the Information Management Working Group, GIS unit from other clusters and the information management structure of implementing partners ;
  8. Liaise with relevant authorities, United Nations (UN) agencies, NGOs and other stakeholders at the hub level on issues related to GIS ;
  9. Identify gaps in GIS-related data and information relevant to the implementation and contribute to the preparation of project proposals aiming to address such needs ;
  10. Support other units with geodatabase development and maps in close coordination with relevant units as necessary upon approval ;
  11. Some travel to the field to conduct trainings and support in data collection when necessary ;
  12. Perform such other duties as may be assigned.

Tangible and Measurable Outputs of the Work Assignment :

  1. Set up, manage and maintain geodatabase ;
  2. Create and regularly update (monthly basis) map on migration flows from DTM data ;
  3. Regularly update Search and Rescue (SAR) operational maps with data gathered from DTM data and other ad hoc sources (structured and un-structured) and ensure map will help facilitate operations and facilitate decision-making ;
  4. Create other maps to support operations as requested ;
  5. Conduct trainings to build staff capacity on how to collect, share and analyze geo-data (global positioning points) and GIS and geo-database management for relevant staff. Realistic Delivery Dates and Details as to how the work must be delivered The detailed workplan and delivery dates will be confirmed directly with the successful candidate :
  • Set up geo-database – within 1 month of start date and update regularly ;
  • Create migration flows map – within 1 month of start date and update on monthly basis ;
  • Update SAR operational maps – within 1.5 month of start date and regularly update ;
  • Conduct trainings – within 2.5 months of start date ;
  • Performance indicators for evaluation of results ;
  • Satisfactory completion of tasks indicated in this ToR ;
  • Initiative, planning and timeliness for completing and updating maps ;
  • Quality of maps created ;
  • Demonstration of knowledge gained from participants following trainings conducted.

 

Required Qualifications and Experience:

Education :

  • Master’s degree in Information Management, Geographic Information Systems, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience of the use of GIS in development and emergency operation context ;
  • Expertise of ESRI ArcGIS and other GIS-related software ;
  • Knowledge of Relational Database Management System (RDBMS), and MS Office applications ;
  • Experience with graphic design ;
  • Proficiency in use of Adobe Creative Suite an advantage ;
  • Knowledge of IOM data protection guidelines and principles ;
  • Experience in capacity building in developing countries, training and support to local stakeholders ;
  • Experience working in hardship stations and remote field locations ;
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email ;
  • Previous experience in Niger or West Africa (especially remote field locations in the Agadez region) is a distinctive asset.

Languages :

Fluency in English and French is required. Knowledge of local languages is an advantage.

Note :

  • The consultant must adhere to the International Organization for Migration (IOM) Data ;
  • Protection Principles (IN/138) and maintain confidentiality ;
  • The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
