IOM :

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context :

The International Organization for Migration (IOM) is an intergovernmental organization created in 1951 which occupies a leading position on the migratory scene. Composed of 166-member states, plus eight other states with observer status, IOM has offices in more than 100 countries. IOM works closely with governmental, intergovernmental and non- governmental partners to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. Since September 2016, IOM has become the United Nations migration agency. IOM has been present in Mauritania since 2006 and currently has its main office in Nouakchott and sub-offices in Bassikonou, Selibabi and Nouadhibou.

General objective of the consultancy :

The objective of the consultancy is to provide support to the development of new project proposals, ensure proper and correct reporting for the projects on-going and oversee the production of analytical and think pieces for the IOM in the Islamic Republic of Mauritania.

Specific objectives :

Project development in line with identified priorities and strategy, project report in line with on-going project needs.

Under the overall guidance of the Deputy Chief of Mission /Programmes Coordinator of IOM Mauritania, and in coordination with all senior management staff at IOM Mauritania, the Consultant will be responsible for develop project proposals in line with IOM project development and implementation handbook, identified priorities by key stakeholders and/or calls for proposals of various donor institutions. Ensure communication and liaison with RO Dakar for proper review, endorsement and submission.

Core Functions / Responsibilities :

  1. In coordination with all the project managers in IOM Mauritania, review and support the writing of project reports and abide by other key reporting requirements. Ensure coordination with the monitoring and evaluation support officers and involve them in the timely review of the reports ;
  2. Produce regular project narrative reports, briefings and background information requested by the Government, donor(s) and other entities ;
  3. Compile regular project updates and assist the Deputy and the Chief of Mission in her activities of liaison with donors, government and other stakeholders (documentation, presentation, analysis etc.) in relation to the activities and strategy of the Mission ;
  4. Other tasks linked to project development and reporting that might arise in the course of the assignment.

Tangible and Measurable Outputs of the Work Assignment :

By the end of the consultation period, the consultant should deliver :

1st Month :

  • At least one project proposal developed and submitted to donor in line with request and/or call for proposal ;
  • Project database updated with all projects submitted for funding and in the pipeline ;
  • IOM Mauritania strategy revised and translated into French.

2nd Month :

  • At least one project proposal developed and submitted to donor in line with request and/or call for proposal ;
  • At least one project report revised, endorsed by the RO Dakar and submitted to donor ;
  • IOM presentations updated and available in the common server.

3rd Month :

  • At least one project proposal developed and submitted to donor in line with request and/or call for proposal ;
  • List of all donors’ counterparts organized and available in distribution list form ;
  • Project reports available, endorsed and submitted in time to donors.

Performance indicators for evaluation of results :

The performance of the successful candidate will be evaluated based on the following criteria :

  • Communication with partners: feedback received from partners regarding communication with the consultant ;
  • Creativity: innovation of the solutions proposed to adapt the format to the reality of migrants ;
  • Effectiveness: the consultant’s ability to maximize work time ;
  • Respect of delivery dates ;
  • Quality of delivered products: according to IOM’s internal criteria and the advice of IOM experts at a national, regional and headquarters level.

Required Qualifications and Expérience :

Education :

  • Master’s degree in Law, Political or Social Sciences, International Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Expérience :

  • Excellent drafting ability and analytical skills, in particular the ability to draft papers of high quality primarily in English and French ;
  • At least two years of knowledge and experience in practical in research, communication or in migration governance and previous experience in migration-related research is an advantage ;
  • Experience with raising awareness in the public domain and working with donator institution is required ;
  • Experience in data management, including good knowledge on databases and electronic tools.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.

Note : The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

The International Organization for Migration (IOM) does not charge any fees at any stage of the recruitment process (application, interview, process or training). IOM is not concerned about information on the bank details of candidates.

The appointment is subject to funding confirmation.
