Description de l’ONG :

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context :

Under the direct supervision of the Chief of Mission in Bangladesh and in close coordination with the Director of the Department of Operations and Emergencies (DOE), the successful candidate will be responsible for responsible the oversight and coordination of IOM’s ongoing relief operations in response to the Idai and Kenneth Cyclones that affected Mozambique.

Core Functions / Responsibilities :

  1. Lead and coordinate IOM emergency action with a view to ensuring that it is principled, timely, effective and efficient, and contributes to longer-term recovery.
  2. Manage IOM’s emergency response portfolio, including IOM’s Shelter & NFI (Non-Food Items), Camp Management and Camp Coordination (CCCM), Displacement Tracking Matrix (DTM), Health, Psychosocial and Protection programs. Responsibilities also include programmatic oversight of IOM’s management of the CCCM and Shelter Clusters (the latter in co-leadership with IFRC).
  3. Be responsible for building synergies among IOM programmes and actively facilitating cooperation among them, recognizing that the ownership of management rests with all relevant programme managers and sector coordinators.
  4. Analyze project/programme reporting and advise the Chief of Mission and the Director of Operations and Emergencies accordingly about potentially required adjustments and emerging complementary opportunities.
  5. Establish and maintain strong and regular liaison with the project/programme partners, such as governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and fund raising for new projects/programmes.
  6. Work in close collaboration with the Department of Operations and Emergencies (DOE)/COM and relevant partners, with a view to ensuring that humanitarian action is linked to, and consistent with, sector frameworks, recovery/reconstruction and development activities
  7. Work in close collaboration with the DOE/COM to ensure that all components of the emergency response lays the foundation to support recovery and development activities.
  8. Support the IOM humanitarian response programmes with strategic and operational input, including primary representation of IOM, together with the DOE/COM, in humanitarian partner meetings, liaison with donors and other humanitarian stakeholders as well as donor liaison.
  9. Ensure adherence to established policies and procedures in the formulation of project activities, coordinate and advise on the preparation of project documents, including design, monitoring and evaluation.
  10. Coordinate and administer the operational, administrative and financial aspects of the project/programme, including supervision of project staff.
  11. Operations Coordination:
  • Ensure that a common strategic vision for operations is articulated, by leading and coordinating its development;
  • Ensure that response efforts are inclusive and coordinated, by regularly convening and leading coordination meetings;
  • Ensure that all necessary efforts are coordinated for the programmes to be funded sufficiently and in a timely manner, by locally leading inclusive resource mobilization efforts, overseeing IOM’s sector support functions and emergency response programmes;
  • Liaise with programme managers, sector coordinators, relevant sectors and humanitarian actors to ensure, timely, safe and unimpeded access by emergency programmes to populations in need.

Required Qualifications and Experience:

Education:

  • Master’s Degree in Political or Social Science, International Relations, Humanitarian affairs or related field from an accredited academic institution with five years of relevant field experience;
  • University degree in the above fields with seven years of relevant professional experience.

Experience:

  • Field experience in emergency work, including camp and shelter management, support to displaced populations and the implementation of early recovery activities;
  • Experience in liaison with governmental authorities as well as with national and international

Institutions :

  • Good knowledge of project formulation, administration and evaluation techniques and practices;
  • Familiarity with financial management; effective resource management skills;
  • Sound judgment, ability to extract, interpret, analyze and format data and resolve operational problem, ability to work with minimum supervision.

Languages :

Fluency in English is required. Working knowledge of Portuguese is an advantage.

Other:

Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
